    I joined CPSE in 1981 Oct. . As per policyof CPSE, they have reward long service on completion of continuous services of 25,30 & 35 yrs. on reimburseable basis. But beyond 35 yrs. services no scheme is applicable whereas most of still some of employees are working without any special recgontion/award.

    Through this i would like to request that whether any CPSE have a policy for upgrading /promotion policy are exiting for longest service employees beyond 35 yrs., mayplease be provided. I shall be thankful.

    Digilocker is not functioning. I have tried it many times and every time screen shows “In valid request”deptt of pension. E-mail also sent followed by reminders but no reply received. Govt is requested to upload required documents through deptt of pension so that digilocker becomes functional.

    i am belongs to obc group c 1 .my certificate is made on 1981 year in AP state.as per state stipulated proforma on thoes days.
    I joined as a production assistant in NCERT in 1993 under open competition in general quota .After servicing 23 years the NCERT issued a paper advertisement for filling up of PROD. OFFICER and ASSTT. PROD.OFFICERS under OBC quota.i applied for the post with my cast certificate .. but the authorities says that a certificate in new proforma only accepted as OBC quota. sir i am working now in bhopal MP, it is very difficult to get a certificate as i left my home town on Kurnool, Andhra pradesh on 1982. Please guide me my old OBC certificate is not valued which is issued by the thasildar of the town.

    My Organisation is follow the rules framed by DOP&T. One post of Accountant was created in 1963 and it was filled up by UR candidate and vacant in 1981. The same post was again filled up by UR under staff selection quota in 1992 and fell vacant in 1996. Till date the said post have not been filed up. I belongs to reserve categories and I am in the feeder cadre of the said post of Accountant. I want to know the roster point from its creation i.e. 1963. Is any reservation point has come out between 1963 to 1992 or thereafter? If yes, can I asked for promotion now? I have not received any promotion from 1990 to onwards. I requested to your goodself to kindly guide me at this stage.

    Sir,
    I was promoted as Accounts Officer wef 15 Dec 1995 to officiate on adhoc basis for one year and I was promoted as Accounts Officer on regular basis wef 28 Jan 1998. AAO pay scale was upgraded wef 01.01.1996. Due to notional pay fixation wrt upgraded pay scale of AAO, all my juniors promoted as Accounts Officer in Dec 1998 are drawing more pay than me.
    Kindly clarify the following :-
    (i) Whether I can get stepping up my pay wrt my juniors ?
    (ii) Whether I can get my pay fixed under Rule 7 (2) of CCS (RP) Rules 1997 ?
    (iii) Since no option clause was inserted in my regular promotion orders issued in Jan 1998, I could not exercise option for re-fixation of my pay on next date of increment. Whether I can request now to allow me to exercise option ?

    I am an Ex-service personnel retired fro Air Force on 28 Feb 02 with basic 5400 in the scale of 5000-100-6600, re employed with Indian Railway on 15 Apr 04 in the scale of 4500-7000. I was not given any weightage of my previous military service and was fixed at the minimum scale, now my basic is 13200 with GP 4200. Whether I am entitled for my previous pay protection, if yes, what would have been my basic on re-employment. Kindly advise.

    What is the time limit to conclude the departmental inquiries? I have been served charge sheet on 01.09.2011. Inquiry completed on 12/2012. Till date my case is pending. No one is ready to hear any thing. What should I do?

    I was promoted to the post of Assistant Provident Fund Commissioner Commissioner in the year 2010 and joined to the said post on 29.12.2010. The promotion was ad-hoc. I have been served a charge sheet on 1.9.2011. I have submitted my defense statement also. The statement submitted by me was delayed because without seeing the documents, defense can not be prepared. On a sudden I received a letter on 01.01.2012 stating I have been reverted to the lower post i.e.previous post of Accounts Officer. As per Deptt. of Pers. & Trg. O.M. No. 11012/9/86-Estt. (A) dated: 24.12.86 whose appointment is for more than one year he can not be reverted even he has been issued charge sheet. Till reversion I had already been completed more than one year. Whether my reversion is correct? I have made representation but the head of the office had rejected my appeal. What should I do? Please guide me.

    I was drawing pay in the pay scale of Rs. 5000 – 8000 in the post of Sr. Stenographer/PA prior to 1.11.96. I have promoted to the post of Enforcement Officer w.e.f. 01.11.96 in the pay scale of Rs. 5500 – 9000/. Now this pay i.e. Rs. 5000-8000/- has been raised to Rs. 5500-9-000/- with effect from 01.01.96. When I will draw pay of Rs. 5500-9000/- w.e.f. 01.01.96. then whether my pay will fixed in the pay scale of Rs. 5500-9000 with adding one increment or not?

    I have tried a lot to find DOPT O.M. No. 4/2/89-Estt.(Pay-II), dated 11th August,1989 and MHA O.M. No. F.6(5)-E.III(B)/65, dated 12th September,1966 but could not get the same. I would be an act of grace if copy of these two O.M. are provided to me.

    an employees was appointed on congengency staff as attendent and service govt. office for 4 year. Later he was appointed as LDC on regular service. Now he has demanded count his past service as attendent for pension and gratuity benefits under Article 368 of CSRs (Rules 14).

    Sub:- Pay Anomoly – Reg.
    I was promoted as Inspector of Central Excise on regular basis on 10.05.2010 and subsequently was given a deemed date promotion w.e.f 23.02.2007 to the same cadre. My pay fixed in the scale of Inspectors is less than the direct recruit inspectors and also promotee Inspectors working in my department. Is there any remedial action for this. Am I eligible for pay anomoly on par with my juniors. Though I have completed 7 years of service as on date my pay is less than the direct recruit inspectors who have joined in the year 2010.

    subject : Reg. fixation of pay on reversion to the post of Sr. Tax Assistant ( Basic 10500/-, Gr. pay 4200/-) in Income Tax from the post of Inspector, Central Excise (Basic 12540/-, Gr.pay 4600/-) after acceptance of technical resignation in Central Excise.

    Please refer to my question dated 5/4/2014 on the above subject. I have not received answer on the above subject question through you post. Please let me know with the rules whether my basic pay (12540/_)will be protected or not? your early reply will be highly appreciated. thanking you

    I was working as Sr. Tax Assistant in Income Tax ( my Basic pay 10500/- and Gr. pay Rs. 4200/-). On being selected as Excise Inspector by Staff Selection Commission, I joined Excise Department as Inspector ( on Basic pay 12540/- and Gr. Pay 4600/-) on 13/02/2013 after accepting my technical resignation in Income tax. I had also been granted lien by Income tax department. Exercising my lien I joined my parent department as Sr. Tax Assistant on 27/03/2014 after acceptance of my technical resignation in Central Excise. Kindly, provide me the rule underwhich my pay will be fixed. would my Basic pay 12540/- be protected ?

    I am serving as Sepoy in Central Excise and Customs from 1989.I am fulfilling all criteria’s to be promoted as Lower Division Clerk i.e. in criteria(it includes):-passed departmental examination(1997),typing test in english(2007) and also served as havaldar(2003) for more than ten years and according to this i am in criteria to be promoted from 01.04.2013.In addition to promotion of all seniors colleagues got their promotion as LDC , after that the seniors promotion the vacancies are remained left out from 01.04.2013 then also i am not able to get my promotion till date.Please guide me on this.

    Sir, please confirm receipt of my application dated 29 Oct 2013 sent vide Registerd Post (as adevance copy) for enhancement of promotion. My Department has amended the Recruitment and Promotion Rules from time to time, earlier as per R & P Rule 1982 the promotional avenue for three feeder cadre was 33.33 %, Later on during 2003 they amended the same with un equal ratio and based post held by three feeder cadres. Now they has again amended the same by 50 %, 30 % and 20 % among three feeder cadres. The action taken by my department is in order or it has led to voilation of applicablity of Article 14 and 16 (1) to Article 309 of the Constitutaion as every time their are voilation of giving promotions with retrospective effect.

    As per the Restructuring of Cadre dated 08/10/13, restructuring promotion has been allocated as 20% for 4600/- pay scale whereas 65% has been allocated in the 4200/- pay scale and 15% of 2400/- Grade Pay. Senior most Typist Cadre since not even one typist will get the benefit due to the implementation of feeder cadre. and non recruitment of typist
    Kindly arrange to issue revised percentage to 40% for GP 4600,

    I am working with ICAR as a scientist and I acquired PhD during service in 2010. For this I was given 3 non-compounded increments as per UGC & ICAR guidelines from 2010 onwards. These 3 non-compounded increments were merged with my basic and non-compounded increments were also considered for the calculation of annual increments (@3%) during 2011 and 2012. In the year 2013, I am transferred to other research institute. Now, present institute DDO told that these 3 non-compounded increments cannot be considered for the calculation of the annual increments during 2011, 2012 & 2013. It was wrongly given me higher salary by the previous institute during 2011 & 2012. Please clarify whether non-compounded increments can not be considered for calculation of annual increment, though , DA is given on it !!!

    I have joined a new Central Government department i.e. N.T.R.O. in August, 2004 on deputation and subsequently absorbed there in August, 2007. N.T.R.O. was established in April, 2004. I was the first man in my cadre to join the department. At the time of my induction on deputation, there was no approved Recruitment Rules.

    While assignation the seniority I was given seniority from the date of absorption.

    Kindly clarify whether I am eligible for grant of seniority from the date of induction i.e. August, 2004 in accordance of the article 309 of the constitution or not.

    I m working a Enforcement Officer in EPFO in grade pay of 4600. At the time of my promotionm my pay was not fixed at the minimum of my pay scale. Pay anomily committee has already approved for removal of this anomly. Matter pending with finance ministry.when will it b decided?

    Respected Sir,

    This is in regard to the cadre restructuring released now. This is really shocking to the Senior most Typist Cadre since not even one typist will get the benefit due to the implementation of feeder cadre. As per the Restructuring of Cadre dated 08/10/13, restructuring promotion has been allocated as 20% for 4600/- pay scale whereas 65% has been allocated in the 4200/- pay scale and 15% of 2400/- Grade Pay.
    There are only 11 Typists (5 in 4600/- GP (1 Vacant post reserved for ST for more than 3 years now) and 6 in 4200/- GP) available in ICF, Chennai and there are no Typists in the 2400/-GP.
    Hence I kindly request you to do the needful to distribute the 15% of 2400 /- GP and 65% of 4200/- GP in the 4600/- Pay scale so that atleast one or two will be benefited from this order.

    Sir, I undergo 160th Cash and Accounts Course conducted from 2/04/2012 to 01/06/2012 successfully at ISTM New Delhi. Under the authority contained in GOI Ministry of Home Affairs, Department of Personall and Administrative Reforms Circular No.18/1/77 CS(I) dated 14/05/1988, I applied for two Advance Increment but my department (CRPF) has objected and asked to provide original copy of above circular. Kindly provide copy of above circular and issue suitable direction / guidelines in this regard. Thanking you Sir.

    Respected Sir,

    I joined the Income Tax Deptt. at Kolkata, as Inspector on 31.03.1983. I got promotion as I.T.O. on 09.03.1995. I received another promotion as A.C.I.T.on 05.11.2008. I retired on 31.05.2010 as A.C.I.T. Circle-21, Kol. My A.C.P.for Financial Up-gradation fell due on 31.03.2007, as I got a single promotion in my 24 year’s service.

    The Deptt passed an order No. 144 Dt. 16.10.2012, by virtue of which I was allowed financial up-gradation under the A.C.P. Scheme w.e.f.31.03.07 in PB-2, Band Pay- 9300-34800, with Grade Pay of 5400. But I was already drawing pay& allowances in Pay Band -2 w.e.f.01.01.06 under the CCS (RP) Rules.08. Thus, I was deprived of any financial benefit, in spite of financial up-gradation granted to me w.e.f.31.3.2007. The basic tenets of A.C.P. Scheme, is marred, as I am denied of any financial benefit in consequence of the order, in spite of my eligibility. The quintessence of the A.C.P. scheme is to provide financial benefit to the employee when A.C.P. has fallen due to him.
    Thus, for no fault of mine, I have been denied of financial benefit in these hard days, due to under fixation of pre-retirement pay/pension/retirement benefits.

    I would like to draw your kind attention to instruction contained in Para (7) of GIMF. Deptt. of Revenue, Central Board of Excise & Customs Ad-RR section F.No. A23011/29/2010 Ad 11A Dt.20.05.2010.The Central Board of Excise& Customs (CBEC) has directed therein, that the officers working under CBEC.who have been granted the pre-revised scale of pay of Rs 8000-275-13500/, as financial up- gradation in the promotional hierarchy under the A.C.P.Scheme on or before 31.08.2008, may be granted the pay scale in Pay Band 3 i.e.; Rs 15600 – 39100 with Grade Pay of Rs5400/- as per the 6th C.P.C.replacement pay

    On reading the above cited instruction, between the lines, I find that my case is analogous to the Petitioner whose reference to Hon’ble Cats’, Madras Bench, Judgment passed on 09/03/2011 has been drawn as a tool in issuing the instruction. Moreover, both of us are under the same Ministry and Dept, involved in tax collection for the central Govt. So, the clarification made by C.B.E.C., for removal of ambiguity in this type of cases, may be accepted by our Deptt.also.

    In this connection, I also submit before you the clarification made by D.O.P.T. and D.O.E. in the case of one Shri Animesh Bose, STA, attached to Ministry of Corporate Affairs, whether benefits of pay fixation in the cases of ACPS/MACPS granted in the 5th CPC scales of Rs 8000-13500 has to be correspondingly fixed in PB 2+ GP of 5400 or in the PB 3+ GP of 5400 after 6th CPC implementation.
    It has been observed by the D.O.P.T. “that since the financial up gradation under A.C.P. was in the promotional hierarchy, we are of the view that the pay fixation under A.C.P.’S in the pre-revised scale of Rs 8000-13500 should be in P.B. 3 with grade pay of Rs 5400.However , this may be got confirmed from Deptt. of Expenditure.”
    The Deptt.of Expenditure observed “………….. Keeping in view of the promotional hierarchy and the clarification furnished by D.O.P.T. in the matter, Deptt. of Expenditure agrees to the proposal for grant of Grade Pay of Rs 5400 in Pay Band of Rs 15600 – 39100 in PB -3 to Shri Animesh Bose on attaining financial up gradation under A.C.P. Scheme prior to 31-08-2008
    Both the D.O.P.T. and Deptt. of Expenditure are important organs of the Govt. in settling ambiguities at rest, particularly in structure of pay. You can’t perhaps ignore the observation made by the above two organs, where their views are the last words in case of any decision making .Moreover, the A.C.P. Rules have been framed by the D.O.P.T. itself. It is explicit from the case of Shri Animesh Bose that my case absolutely dovetails in the case of Shri Bose’s; the decision taken in the case of Shri Bose is applicable to my case also

    Respected Sir, am I not entitled to financial up-gradation under the A.CP. Scheme in the Pay Band 3 , with a G.P. of Rs 5400/- w.e.f.31.03.2007 with benefit of fixation of pay under the provision of FR22(1)(a)(1) as per OM NO.1/6/197/Pay Dt.05/07/199?.

    I have joined in service on 13/01/1983 (at the post of Labour/ Unskilled) Ordnance Factory Depots. As Lab/SS in 03/09/1994.On Service Re-designation Fitter Ref. /SS from 17/01/2002.Promoted as Fitter Ref. /SK on 28/01/2005. Even after 22 years of my regular service I have not been given any ACP. From 23/07/2008 (Fitter Ref. /HS) after my Service Promotion I was given pay band 5200-20200 with Grade Pay 2400 /-.As Per 6th CPC Recommendation.
    On Date 23/07/2008 (Fitter Ref. /HS-II). Re-designation From HS To HS-II Due to cadre restructure and there in no financial benefit given pay band 5200-20200 + Grade Pay 2400 /-.
    Up To date My Service 25 Years Completed. Got the 2 nd MACP VI CPC: On 01/09/2008. The grade pay displayed was G .S.AKARE Fitter Ref/HS-II /4737/14/DP pay band 5200-20200+ grade pay 2800 /-.
    After 29 years of service period, the employee has not been given his 1st MACP- MACP under COS (RP) Rules -2008.
    I need clarification regarding MACP rules; that even after 29 Years 5 Months of my regular service period I got only one Grade pay 2400. Now the department is giving my revised payment on 2800 grade pay base, my question is for 4200 & 4600 grade pay. Which grade scale should be given to the particular employee for his 29 years 5 Months of service period under MACP rules 1/9/2008.

    I am working as Graduate post Clerk cum Typist working at Central Agricultural University Since , 2006, my starting salary was PB 5200 + 1900 GP same as VIII passed post Driver, x passed post carpenter etc. but after 5 years they are granted 2400 GP i.e T-1 to T-2. However one of our senior staffs after completing 10 years in service had given only 100 GP (MACP) it it continues then our whole career will end up getting only 2800 GP in the existing pay scale and they will equated to T-5 or T-6 pay scale. Further it can be added at present manual typing in this institution become history and presently we the CCT haven engaging in preparing Information brochure, leaflet, annual report, certificate preparation, data entry works, advertisement in addition to our normal duty since inception . Whereas Computer operator (Graduate + 1yr diploma in Computer application )which perform the above mentioned work has been granted pb 5200 + 2800 gp.
    Therefore I request your kind and valuable attention in this regard by granting some respectable pay scale with regard to qualification, work load, sense of responsibility for whole Central Govt. College and University Clerical staffs.

    I joined as LDC in the year 1995 in National Institute of Ayurveda, an autonomous body under the Department of AYUSH, Central Government, and got ACP (after 12 years) in Grade Pay 2400 in the year 2007 and thereafter I got selected and joined on the Post Jr. Steno in the same Grade Pay of Rs.2400/- in the same Institute, without breaking the service, in the year 2012 through Direct Recruitment. Kindly let me know when I will eligible for next upgradation under MACP.

    My past service is counted here, will i’m eligible to get 3% annual Increment ?

Restructuring proposal increased to Supdt typist 20% to 50%, All Over railways lower grade typist i.e. typist Sr.Typist and Head typist are abolished Available only GP 4600 and 4200) Supdt.Typist and Chief Typist. So kindly allot %age increased to lower grade % of (i.e.Sr.Typist and Head typist) to adjust to Supdt. Typist grade. who are in the GP of 4200/-are the last to get MACP, as there is no other promotion I am performing the job of Chief typist in ICF.     kindly ignore the class IV to Class III promotion typist cadre i.e. difinishing cadre (Feeder cadre), due to merge of scales have been beneficiaries of the MACP implementation and they now receive junior getting more Pay as 21,800 with Grade Pay 4600 whereas my pay is fixed in Pay Band Rs.4200 and denied MCAP on the grounds that I had received three promotions (through selection writen test and viva) which includes my promotion from Class-IV to Class-III. kindly ignore the class IV to Class III promotion. I also which to mention that have only two more years of service and the present typing superintendent are younger than my self. Total typist in ICF 10 employees only.except my self not getting 4600 GP. Hence I request kindly arrange to issue dopt orders one time exemption and oblige.

However assumed the charge as SO(A) on 29/01/2004 as she was on maternity leave of 135 days w.e.f 21/04/2003 and delivered the baby on 22/04/2003, and further extended the leave as HPL and EL.     Respected sir, i want to know that i was appointed as Post Graduate Teacher & my basic pay was 7500/- as on 1.1.2006 where as my junior who was Trained Graduate Teacher till 2006 with basic pay 7250/- & was promoted as Post graduate Teacher in may 2006. In 6th pay commission his basic pay was fixed 200590/- whereas my basic pay was fixed in 200500/- which was less by 90/- after lots of correspondence the department brought at par but now again when govt. announced that one increment will be given to those whose increment falls between feb. to june. Again the same problem has arised my junior is getting more basic pay then me i.e. one increment more then me and he is 6 years junior to me. please help me that now will the department will raise my one increment to bring at par & will one they give one more increment to me as i am 6 years senior. please help me in this regard & if their is any such rules. kindly mail me the rule and help me in knowing the exact position. if any more details are required i m ready to send.     V pay commission gave us ACP based on promotional hierarchy however on the name of equalty of grade pay all over departments VI pay commsion is putting me in loss of more than 15 lakhs in balance service details are as under.
    I Joined MES in 1987, I got first ACP (12 yrs) in 1999, as Next Post scale6500 scale later on changed in 4600 as GP
    Second ACP was due in 2011 ( 24 Yrs) I should have got grade pay of Rs. 6600 as G pay of next post in promotional hirachey, but Govt is giving me MACP after 20 yrs with next G pay of Rs4800.00 , If i calculate the loss I am in loss of Rs. 1800 / month in grade pay and allowances. on an average (considering 16 yrs service balance)Rs 5000x12x16 ( balance service in yrs)=960000+ loss after III ACP/MACP which will be more than 1500000/- (approx). Many of my colleagues have already received 6600 as grade pay and some of them have also received grade pay of 7600 after completion of 30 yr of service where as as per VI pay comm recommendations I will get only 5400 G pay after 30 yrs of service. This injustice is with lots of employees working IN railways, CPWD and MES. How Employees can keep their morale high in this situation.The Anomaly cell is why unable to understand these facts is best known to them ,The Associations of Railways. MES and CPWD shall approach Govt on this issue as it is pending since long and anomaly committee is not doing any thing on it

    I am working as UDC with grade pay 4200/- in Ministry of Textiles, Weavers Service Centre, Meerut. I have gone to tour to Meerut to Delhi by own car. Our Pay and accounts office New Delhi has raised the objection on my TA bill i.e own car traveling is not allowed and deduct the amount and instruct the restrict from entitled rail fare. Pl. advise me if traveling restrict by train whether local millage is payable or not. Thanks.

    Respected Sir,

    My existing basic pay as on 1-01-2006 was Rs. 4000. I got promotions as “Auditor” on 16-01-2006 in the scale of Rs.4500 and as “Assistant Audit Officer” on 28-12-2006. I had given the option for fixing the pay from my second promotion, i.e., from 28-12-2006 and my pay was fixed @ Rs. 13,950 along with G.P. Rs.4800. Now my office is refixing my basic pay on 16-01-2006 by multiplying “1.86 factor” and then on 28-12-2006 in the minimum scale Rs. 9300 with G.P. Rs.4800, where as in case of one promotion for my Junior ones, the basic pay is fixed at Rs.13950 with G.P. Rs.4800. My junior ones will draw more salary than me.
    In view of above, it is requested to kindly clarify the correct procedure for fixing of pay/stepping up of pay with my Junior ones. Please send the DOPT’s circulars in such type of cases in my e-mail address.

    Sir I was recruited as a sub overseer with 3years experience and further I passed Building and quantity surveyor (first exam sub division ii) from Institution of surveyor New Delhi.1991.I have been per motion as superintendent B/R ii 1994.Retained from service 31 st Dec 2012.
    Sir iwish to know that as perGSR 449 the department have not consider my qualification for grant of ACP and not permotted to me as supdt B/R i. Theirfore it is requested kindly clearfy my point that Iam entitle for per motion. Date of Apott 01 oct 1975 and date of Retired 31st Dec 2012.

    I, am ex-serviceman, retired from Army after completion of 18 years and 2 months (from Corps of Signals on 31/07/2004), My DOB is 01/06/1969. I joined the Department of Post as Postal Asstt. Gr C , through exam in 2007. Now I wish to appear in Departmental Promotion Exam Inspector of Post (IP) , Gr. ‘B’ . The criteria for this exam is 5 years of service and age below 40 years (+ 5 years for SC/ST) .
    As per available data of existing rules with office there is no any age concession for ex serviceman for this examination. Kindly let me know the exact rules regarding this along with GR No. to obtain the same from DOPT.

    MACP should be made applicable wef l.l.2006 as the 6th PC recommendations are effective from l.l.2006, otherwise, the CG employees retired prior to Sept 2009 (i.e present effective date MACP) will loose monetorily particularly in pension . Hence, Govt. as promised in the concerned Meeting may please issue orders making MACP effective from l.l.2006 without any further delay.

    I refer to the DOPT’s Frequently asked question and their clarification regarding ACP/MACP at serial NO.26 (iii) published in June.2012 in monthly Swamy News. DOUBT— If a Govt servant recruited in the pre revised pay scale 5000-8000 has been promoted in the promotiom hierarchy in the pre revised scale o Rs. 5500-9000 prior to 1.1.2006 ( and he has put in 14 years of regular service) then would there be any claim for financial upgradation under ACPS
    CLARIFICATION– The pre revised pay scale Rs.5000-8000 & Rs.5500-9000 hve been merged and placed in PB-2 with grade pay of Rs. 4200 w.e.f. 1.1.2006. Hancd the promotion will be ignored as he has completed 12 years of regular service and the benefit of 1st ACP would accordingly be allowed in the promotional hierachy i.e. in grade pay of Rs.4600 w.e.f.1.1.2006.

    My Question is…. I was recruited in the pre revised pay scale Rs. 5500-9000 and have been completed more the 17 years in this scale on 1.1.2006. My juniors who were recruited in the pay scale of 5000-8000 and due to the benefit of 1st ACP ( completion of 12 years) they got the pay scale of 5500-9000. As per above clarification they got the grade pay of Rs. 4600 on 1.1.2006 where as I was already recruited in this pay scale refused to give this grade pay Rs. 4600 by my department inspite of merging my pre revised pay scale 5500-9000 and 5000-8000 in the grade pay of Rs. 4200. Since both the scales have been merged in one grade pay Rs.4200 why am I not eligible for this benefit? Pl. clarify and obliged.

    I was working in the Departmental Canteen under Armed Forces Headquarters, Min of Defence as a tea maker. My services was terminated as I could not clear my probation period. I have contributed to wards GP Fund, the requisite amount has been deducted through regular pay bills from Jan 2006 to May 2008. I approached my admin section/pay cell to refund the amount. It has been verbally told me that the amount cannot be refunded as there is no provision to refund the amount before attaining the age of 60 yrs under the new pension scheme-2004. Kindly advise/suggest me how to get my contribution back with suitable instructions/orders on the subject.

    It is sorry to say that the the Grade Pay fixed in MACP scheme is adversely affecting the carriers of EDP middle level officers(Gp B Gazetted Officers). Prior to VIth Pay Commn Programmers of AFHQ was getting pay scale 7450-11,500 (incr 225)with PB-2 status, whereas SO’s of the same Orgn was in the Pay scale of 6500-10,500(incr 200). But after implementation of VIth pay Commission SO ‘s are getting PB-2 with G.Pay 4800 and on completion of four years GP 5400. On the contrary Programmers Pay Scale 7450-11500 has been merged with 6500-10,500 with Grade Pay 4600 without giving similar upgradation. If ACP scheme is given as an option it will solve such type of anomalies.

    Sir/Madam, – I have been working in the India Trade Promotion Organisation, Pragati Maidan, New Delhi which is a Govt. of India Enterprise and holding the post of Senior Manager. Of late, I availed of LTC along with my wife for Pahalgam (Srinagar). I visited Pahalgam by Taxi from srinagar and paid Rs.2,400/- to Driver (Return fare) I submitted the LTC bill to our Finance Division to adjust LTC advance. While adjusting the LTC advance, my claim of Rs.2,400/-for undertaking journey in taxi from Srinagar-Pahalgam-Srinagar has not been passed and informed me that “LTC is a previledge and not an official trip, hence claim of taxi is not permissible where Govt. buses are available. J&K tourism buses are very much in operation for various tourist places” in J&K. I am Class-I Officer in ITPO and presently drawing basic pay which falls within a higher pay scale (My basic pay is Rs.48,010/- per month) Kindly inform whether I am not entitled for any claim towards my journey to Srinagar- Pahalgam-Srinagar (J&K).

    A U.D.C. has received MACP-IIIrd w.e.f. 19-05-2010 in PB-I (Rs. 5,200-20,200)+Grade Pay Rs. 2,800/-. His pay has been fixed w.e.f. 19-05-2010 with 3% pay benefit and also pay fixation benefit under FR 22(1)(a)(i). After Sometime he has been promoted As Ad-hoc Assistant in PB-II (Rs. 8,300-34,800)+Gr. Pay Rs. 4,200/- w.e.f. 21-06-2011. No fixation allowed to him but Gr. Pay Rs. 4,200/-allowed. Now he has been regular Assistant w.e.f. 15-07-2012 & he wants pay fixation in PB-II (Rs. 8,300-34,800)+Gr. Pay Rs. 4,200/- w.e.f. 21-06-2011 after granting regular increment July, 2011 under FR 22(1)(a)(i). This is Actual Fact, Kindly suggest/Advice me. We can give again 3% pay benefit and also pay fixation benefit under FR 22(1)(a)(i) in PB-II(Rs. 8,300-34,800)+Gr. Pay Rs. 4,200/- w.e.f. 21-06-2011.

    I am an ex Airman from Indian Air force,sir my point is that during iv,vTH pay commission the technical tradesman ‘s pay scale was more than other airman,but in viTh pay commission X gruop/tech trade pay Rs1400 plus d.a. per month introduced in pay band 5200-20200 .I got discharged from Indian Air Force on 30 Sep 2006 with 10670basic pay+2800 grade pay+1400 x pay+2000msp+2%d.a. .Now I have joined state bank of India as per Govt defence personnel total emolument are protect during fitment of pay.State bank of india has protected only basic pay+ grade pay+d.a .The X pay was supposed to be protected but they are saying that govt has order for grade pay only .as per govt order msp not to be paid other allowences supposed to be paid. So please clarify it whether X Pay should be given to us or not.

    From a central govt employee who suffered loss due to implementation of MACP
    To the attention of all the anomaly committee members and for favorable consideration during next meeting.

    I joined in a corporation under Ministry of Labour Govt of India on 7-12-1983 as LDC. and regularsied as LDC on 05-04-1985. As per the ACP schme pay was revised from 8-8-99 under UDC scale of 4000-100-6000. 2nd financial upgradation was grated under ACP Scheme as per order dated 2-2-09 with grade pay of Rs.4200/- When MACP was implemented from 01-9-2008 my grade pay was reduced to Rs.2800/-
    as per hierarchy of grade pay policy instead of hierarchy of promotion scale/grade pay. Sir Now I am lossing about Rs.3000/- per month. About 15 other colleques are also similerly losing. Ours is a central govt corporation which adopted similar central pay but having less promotional opportunities. We have to wait for about 15 years to get a promotion from LDC to UDC and to Asst.
    Hence my and our friends submission before the committe is that MACP may please be modified with Promotion grade pay instead of hierarchical grade pay. At lease two grade pay may be in the promotional grade pay to remove this anomaly.Our seniors just one month above who got ACP had got grade pay of Rs.4200/- but we got MACP of Rs.2800/- Kindly rectify the anomaly

    my question is that i want to resign from the present post (GP 4800) and wish to join the post with lower grade pay. Can I get technical resignation??

    With due regards, it is submitted that we were directly appointed as Assistant Sub Inspector (Ministerial) during March’2001 in Central Reserve Police Force (C.R.P.F.), a Para-military force under the central Government in the pre-revised pay scale Rs.4000-100-6000 with the next date of increment in March of every year. Our rank was direct entry post at that time. The same rank i.e. Assistant Sub Inspector was also a direct entry rank for Pharmacists & Stenographers etc. in CRPF. From the year 2003 onwards, the direct entry post in our cadre was downgraded to Head Constable (Ministerial) and no direct recruitment of Assistant Sub Inspector (Ministerial) is being carried out since then. But there is no change in appointment of Assistant Sub Inspector (Pharmacist) & Assistant Sub Inspector (Stenographer) who are being appointed/ recruited directly in the entry grade in the pre-revised pay scale Rs.4000-100-6000 in CRPF.
    2. As on 01-01-2006, our basic pay was Rs.4,400/- in the pre-revised pay scale of Rs.4000-100-6000. As per Sixth Central Pay Commission, our basic pay has been fixed at Rs.8,370/- plus Grade Pay Rs.2,800/- in the pay band Rs.5200-20200 by the department. Whereas in case of Assistant Sub Inspector (Pharmacist) & Assistant Sub Inspector (Stenographer) appointed directly on or after or before 01-01-2006 in the same rank as ours i.e. Assistant Sub Inspector in our department (CRPF) who were in the same pay scale i.e. Rs.4000-100-6000, their basic pay has been fixed at Rs.8,560/- plus Grade Pay Rs.2,800/- in the pay band Rs.5200-20200 as on 01/01/2006. From the above, it is clear that consequent on the implementation of pay commissions’ recommendations, an anomaly has arisen due to which our juniors in the same rank are drawing more pay than us.
    3. Moreover, basic pay of an Assistant Sub Inspector (Stenographer) appointed during the year 2003 in the pre-revised pay scale of Rs.4000-100-6000 [same pay scale as ours] has been fixed at Rs.8,560/- plus Grade Pay 2,800/- as on 01-01-2006.
    4. In view of above, it is requested to kindly clarify the position with regard to the difference of basic pay of Assistant Sub Inspector (Ministerial) and Assistant Sub Inspector (Pharmacist)/ Assistant Sub Inspector (Steno) who are junior to us which is against the right of equality and the correct procedure to fix our pay as on 01-01-2006 may also be explained please. we shall be grateful to you for this.

III with statistical Investigator Gr. II with the remarks that (Statistical Investigator Gr. III still stand merged in Gr. II.) After that the O/o RGI had recruited the Statistical Investigator Gr. III in the year 2009 and merged in statistical Investigator Gr. II. Now the O/o Registrar General India banned on promotion against Gr. II on dated 16-02-2011)on promotion to the post of S.I. Gr. III (Re-designated as S.I. Gr. II) from Sr. Compiler till the RR is being prepared. But another side his office permitted to some other Directorate. In this case kindly advice me to what steps should be taken by me so that i could also get promotion. Sir, also guide me that ORGI can banned the promotion of any employee or they have to get the permission from DOPT. Thanks

    sir, i am santosh B asked that if one indl enrolled as direct recruitment as a industrial tradesman as a welder civilian in defence ministry in meritorious base from local employment exchange with qualification ITI, NCTVT,and one indl enrolled as a labourer who is two year service senior to above said welder but getting promotion in welder trade after some year (i.e. Labourer to mate and mate to tradesman as a welder) now department adopt new PE and tere is a some trades are surplus in organisation in that case who is junior most person to go? genuine tradesman or who is labourer then getting promotion in that trade kidly clarrify as early as possible.if there any DOPT Rules regarding that.

    l refer to dated 02.05.2008 and 20.4.2010 on the relaxation for LTC travel to visit North Eastern Region under CCS (LTC) Rules, 1988 O.M. dated 02.5.2008 is extended further for two more years beyond 1st May, 2012. I have already visited to NER in 2006-09 block year by converting my home town. Now against I want to Visit to Shillong this block year 2012-13 in All India LTC, whether I can visit NER in All India LTC thru nearest Air Port or not. Kindly clarify the same. Urgent. Same pay Band and same Grade pay on which ground those post not considered under the AGM cadre. There are many loopholes in the existing recruitment rules 28th April, 2012. Again attention is invited to you that undersigned is holding a Assistant post and got a Modified Assured Carrier Progression Scheme (MACPS) from the date of 1.02.2010 into the grade pay of Rs. 4600/- in pay band of Rs. 9300-34800 As per the existing recruitment rules 28th April, 2011, Assistant (under grade pay Rs. 4200/-) is eligible for promotion on the post of filed officer (under grade Pay Rs. 4200/-). Yet, I got the Modified Assured Carrier Progression Scheme (MACPS) in Grade Pay Rs. 4600/- from 1.2.2010. The existing recruitment rules is silent on the feature of getting the Grade Pay of Rs. 4600/-. and the status of those employees who got the Grade Pay of Rs. 4600/-. Kindly advise me how to got the post of filed officer in the grade pay of Rs. 4200/-. Authority may tell about my status where I stand under the Pay Band Rs. 9300-34800 & Grade Pay of Rs. 4600/- with seniority level also. It is a totally mess of promotion in the recruitment rules as per existing recruitment rules, 28th April,2011.     I am working as Sr. Office Assistant in the pre-revised pay scale of 4500-125-7000 in a autonomous body namely under the administrative control of Deptt. of field publicity. After the implementation of VI CPC recommendations,I have been placed in PB -I, Pay Rs. 5200-20200 and Grade Pay of Rs.2800/-. As per circular No. 20/57/2010-CSII(A)dated 31 January,2011 of Ministry of Personal & Public Grievances & Pensions
    Department of Personal & Training CSII (B) Section Lok Nayak bhawan, New Delhi, Grade Pay of Rs.4200 has been sanctioned to UDCs. Sir, please clarify, is not applicable in my case.

    1. I am a central govt employee in Naval dockyard,Mumbai under ministry of defence as a direct entry as a Chargeman-II in the scale of Rs. 9300-34800,GP-4200 enrolled on 20-04-2007 based on my Diploma & Degree in Engg.With prior permission of Dept, I acqiured one Diploma & PGDiplomas in Management and professional PG degree in MBA (Operations Management)acqiured.

    2. It is requested to clarify that am I eligible for any Cash incentive for higher qualifications and any PG degree allowance grant is for Defence central govt civilian employees.
