Subject : Grant of family pension to widowed/Divorced/un married daughters.

Ref: No GJT/DOT-Cell/15/3/Q478 dated 12.02 of Account officer (Pension) office of GOI-DOT Controller of communication Accounts (Copy attached) Regarding Sanction of family pension to widowed daughter Smt.JIvubn N Makwana.

Madam,

Kindly connect No.1/162011-P&PW(E) Government of India Ministry of Personnel, Public Grievances and pensions Department of Pension & Pensioners’ welfare (Desk ‘E’) 3 new Delhi, dated 20th September,2012 wherein list of documents to be submitted by a claimant member of family (other than spouse) along with form 14, PPO and death certificate in respect of the deceased pensioner/family pensioner  is given.

The questions raised by the Account officer (pension) about the married son of the claimant are irrelevant & are beyond the scope of the officer concerned. This only shows the draconian attitude of the officer, aimed at exploitation & causing undue is sufficient where as in the present case claimant has submitted an income certificate from the DDO which also is being viewed with suspicion.

The Para3 OM No.1/6/08-P&PW(E) Ministry of Personnel, P.G. & Pensions Department of Pension & pensioner’s welfare dated 22.06.2010 quoted by the Account officer (Pension) Clearly lays down that the family pension in such cases can be processed by the pension sanctioning authority even without such intimation/acknowledgement, if sufficient proof of entitlement is produced by the claimant all other conditions for grant of family pension are fulfilled.

Moreover, vide OM No.1127/2011-P&PW(E) dated 20.09.2013 of government of India Ministry of Personnel, P.G & Pensions department of pension & Pensioners’ welfare the condition of attestation of Form 14 has been done away with and witnessing by two persons has been considered as sufficient.

In view of the facts quoted such cases pending in the department under your control. Bharat Pensioners Samaj the  largest federation of Pensioners Associations in the country carrying recognition from GOI-DOP&PW request you to circulate simplified consolidated time bound procedural order with penalty clause so that poor helpless Widowed/Divorced/unmarried dependent daughters of ex-employees are saved from undue harassment.
