Sub: Creation of posts of Cardiac Catheterization Laboratory Technicians at Railway Hospital, Perambur-reg.
Ref: NFIR’s letter No. III/SRE/8 dated 18/02/2013 addressed to the General Manager, Southern Railway.
The Federation vide its letter dated 18/02/2013 requested the General Manager, Southern Railway for creation of additional posts of Cardiac Catheterization Laboratory Technicians at Railway Hospital, Perambur. Federation feels sad to mention that a period of over five years had passed, neither the posts have been created nor action taken in the matter has been conveyed to us. The Federation further desires to state that lack of initiative on the part of Southern Railway Administration on the subject matter has resulted additional burden on the existing staff while at the same time it is causing adverse effect on the quality of Health Care to be provided to the patients in the prestigious Railway Hospital, Perambur.
While enclosing copy of letter dated 18/02/2013, NFIR desires to bring following additional points for consideration:-
There is acute shortage of Cardiac Catheterization Laboratory Technicians as at present, only three staff are available against the requirement of more than six,
Prior to the year 1980, seven posts of Cardiac Catheterization Laboratory Technicians were created which included one post of Cardiac Catheterization Laboratory Superintendent in higher pay scale for ensuring quality supervision. During 1980s due to non availability of Cardiac Catheterization Laboratory Technicians, two medical laboratory technicians were borrowed from Department of Laboratory medicine and they were trained and utilized till their retirement.
Due to the unjustified surrender of posts in this important category, the working system got adversely affected and for the purpose of attending on patients without any let up, one ECG Technician and two laboratory superintendents are deployed for the duties of Cardiac Catheterization Laboratory Technician. Despite their utilization, the workload has further increased necessitating creation of additional posts for ensuring satisfactory attention on patients.
In this connection, Federation further invites kind attention of the General Manager to the instructions issued vide Railway Board’s letter No. 2013/H/14/5/1/Policy dated 11/03/2013 fixing yardsticks for manpower planning for medical department on Indian Railways wherein it has been stated that Catheterization Lab Technician for each shift of 8 hours is required to be provided. This means that there is a minimum requirement of six Cardiac Catheterization Laboratory Technicians and if Leave Reserve is considered as per HOER provisions, there is requirement of a minimum seven Technicians.
In view of the above valid justification, NFIR once again urges upon the General Manager to kindly intervene and see that additional four posts of Cardiac Catheterization Laboratory Technicians are created in the Railway Hospital, Perambur to ensure that the Health Care system runs smoothly for the benefit of serving/retired Railway employees. Action taken in the matter may please be conveyed to the Federation.

The Railway Hospital, Perambur is one of the outstanding hospitals serving patients efficiently inspire of several odds. The Cardiology Department of the hospital is meant to conduct various procedures on patients and ensure their full recovery.
It is however, noticed that there is heavy shortage of cardiac catheterisation laboratory technicians. At present the sanctioned strength of posts is only three, whereas six staff are performing the duties of cardiac catherterisation laboratory technician for meeting the workload.
In this connection, NFIR desires to convey that initially seven posts in cardiac catheterisation laboratory technician were created. This number included one cardiac catheterisation laboratory superintendent in higher pay scale for ensuring quality supervision. However, four post were surrendered during the period 1992-98, inspite of the fact that the workload has been increasing tremendously. Utilisation of ECG Technician and Laboratory Superintendent is also being resented by ECG staff as well as lab staff as they are also over burdened.
Due to the unjustified surrender of posts in this crucial category, the working system got adversely affected and for the purpose of attending on patients without any let up, one ECG Technician and two laboratory superintendents are deployed for the duties of cardiac catheterisation laboratory technician. Inspite of their utilisation, the workload has further increased necessitating creation of additional posts for ensuring quality attention on patients.
NFIR, therefore, requests you to kindly arrange to see that additional posts of cardiac catheterisation laboratory technicians and cardiac catheterisation laboratory superintendent are sanctioned in the interest of the health care of the cardiac patients.
Incidentally, it is to mention that there is no career growth for this cadre as this being single grade pay cadre, on account of surrender of higher grade pay post of cardiac catheterisation laboratory superintendent some years back. This problem needs to be addressed.
