The Ministry of Railways in India has issued a letter to all Indian Railway and Production Units regarding the reservation in promotion to Persons with Benchmark Disabilities (PwBDs) for Group ‘C’ to Group ‘B’ posts. The letter states that the instructions issued by the Department of Personnel & Training (DOP&T) on May 17, 2022, have been adopted for granting reservations to PwBDs in promotions. The issue of carrying forward unfilled vacancies due to non-availability of PwBD candidates for promotion in a particular recruitment year was examined, and DOP&T’s advice on the issue was enclosed for necessary action. The letter disposes of a query raised by S.E.C.Railway’s letter dated February 3, 2023.

In terms of Board’s aforementioned letter dated 18.08.2022, instruction issued by DOP&T vide their OM No.36012/1/2020 -Estt.(Res.II) dated 17.05.2022 have been adopted mutatis mutandis for grant of reservation to PwBD in promotion from Group ‘C’ to Group ‘B’ posts.
- In this regard subsequent to issuance of these instructions, few field units have referred the issue of procedure to be followed for carrying forward of unfilled vacancies due to non-availability of PwBD candidates for promotion in a particular recruitment year. The issue was examined and was referred to DOP&T. In this regard, a copy of DOP&Ts OM No.36035/38/2022-Estt(Res-II) dated 23.02.2023 tendering their advice on the issue is enclosed for information and necessary action.
- This also disposes off query raised in S.E.C.Railway’s letter no. P-HQ/RUL/105/1 dated 3.2.2023.
