Indian Railways’ Approach to Handling Mutual Transfer Requests of Level-1 Staff

The Ministry of Railways, Government of India, has responded to a letter from the All India Railwaymen’s Federation regarding mutual transfer of staff in Level-1 (GP Rs. 1800) belonging to two different cadres or departments. The Railway Board states that instructions issued to WR (Western Railways) regarding mutual transfers were in reference to requests within the same seniority unit, and not for transfers across seniority units. The Federation is requested to appreciate the position. The letter is dated 27.02.2023 and there is no DA (Dearness Allowance) mentioned.

Ref: AIRF’s letter no. AIRF/56 dated 04.02.2023

Dear Sir,

The undersigned is directed to refer to AIRF’s letter cited above and to state that the specific issue raised regarding transfer on mutual exchange basis has been examined. In this regard, it is to be stated that instructions issued to WR vide Board’s letter of even no. dated 05.08.2022 was in reference to their letter dated 01/8/22, and refers to mutual transfers within same seniority unit and not for requests of mutual transfer across seniority units.

Federation may kindly appreciate the position.
