Subject: Meeting held with Hon’ble MoSC (I/C) on the launch of India Post Payments Bank.

A meeting was held with Hon’ble MoSC (I/C) on 07th August, 2018 on the simultaneous launch of India Post Payments Bank at 650 branches and 3250 Access Points in the Circles scheduled on 21st August, 2018. Based on the inputs received from Circles through VC held on Or & kJ/ August, 2018, following instructions are issued to Circles which may kindly be adhered to for the launch function:

(i) All 650 branches and 3250 Access Points will hold simultaneous launch functions with national level launch of IPPB on 21st August, 2018.
(ii) The branch and access points level launches will precede the national level launch.
(iii) The total duration of the sequential launch at branch / access points and the national launch at New Delhi will be around 90 minutes (45 minutes each). The minute to minute programme for branch level launch will be sent shortly.
(iv) The venue for branch / access points launch function will be the premises where the branch / access points are located, as far as possible.
(v) All the Divisional Heads should get in touch with District Administration for successfully organizing the launch function.
(vi) PMG / DPS / Divisional Heads should meet with public representatives such as Members of Parliament / Member of Legislative Assemblies of the Constituencies and invite them for the launch event. They should also meet with the Mayor, Councilors, Corporators and invite them for launch function.
(vii) Efforts should be made to mobilize participation of existing account holders of POSB with the help of agents of NSSO as also DBT beneficiaries.

(viii) employees of the Division should attend the launch function either at the branch or at the access point. Their families may also be invited if required. PMG and DPS (HQ) should personally visit all the branches and guide the Divisional Head for launch event. They should send the branchwise details of the functions with regard to the venue, number of persons who would be attending, details of participation, details of public representatives attending the launch function etc. by 09th August, 2018 positively, as the same will be shared with Hon’ble MoSC (I/C).

(ix) They should also get in touch with local educational institutions such as colleges / schools and invite students for the launch function.

(x) Each branch and access point should organize a Mela for onboarding of IPPB customers and open Sukanya Sammriddhi Accounts etc.

(xi) Handbills extending invitation to the launch function may be distributed through Postmen and GDS.

(xii) Advertisements in local newspapers on day of launch extending open invitation to residents may be issued.

(xiii) Regional Heads should ensure that adequate number of posters are available in the District and displayed at prominent locations. Flyers may be distributed to the household on the day of the function and one day before the launch by the postmen.

(xiv) Leave to the employees should be granted only in emergent cases.

(xv) Further instructions on this issue will follow.

CPMsG / PMsG shall remain in constant touch with the PBI Division of the Postal Directorate and personally monitor the launch functions which are scheduled on 21st August, 2018. Specific responsibilities should be given to the concerned Divisional Heads and other employees of the Department, so that the launch function is carried out smoothly without any glitch.
