Subject:- Fixation of pay of pre-1931 entrants under the Central Civil Services (Revision of Pay) Rules, 1947.

The Government of India have had under consideration the question of liberalizing the method of fixation of pay of pre-1931 entrants electing the scales of pay prescribed under the Central Civil Services (Revision of Pay) Rules, 1947. It has been decided that if the pay of a pre-1931 entrant fixed in accordance with rule 8(2) of the Rules, as it stands at present, is less than or equal to his “present pay”, his pay in the prescribed scale shall be fixed at the stage next higher to his “present pay”. If the “present pay” happens to be more than the maximum of the prescribed scale, he will draw the difference as personal pay. This decision is not applicable to pre-1931 entrants who are holders of non-permanent posts.

2.Pre-1931 entrants who stand to benefit by the above decision may now elect the prescribed scales if they have not done so already and those who have already elected the prescribed scales may, if they so desire, change their original date of option. Such election or change in date of original election should be intimated in writing to the concerned authority within the date prescribed under rule 7 of the Rules.

3.Formal amendments in the Central Services (Revision of Pay) Rules, 1947 will be made in due course.
