Madam/Sir,

The KVS (HQ) had invited an EOI for collection of fee and parking of surplus funds from Public Sector banks on 31st January, 2014. After due process, assignment of collection of fee and parking of surplus funds had been awarded to Union Bank of India.

The Pilot Project to collect fee for the quarter October- December, 2014 launched from five KVs of Delhi Region in the first phase. The second phase will cover five KVs of remaining 24 Regions. In third phase, remaining KVs of 25 Regions will be covered after ensuring presence of UBI Branches and fourth phase will cover all KVs on pan India basis.

Salient feature of fee collection through bank is reproduced below for your reference:-

In order to establish unique identity of the Student, a unique ID comprising of 15 digits has evolved. The first two digit stands for Region, next four digit stands for KVs, next one digit stands for shift, next two digits stands for year of admission of student in that KV and next six digit stands for admission no. (In case admission no is not of six digit then same may be made to six digits by placing “0” before actual admission no).

The UBI has developed an URL https:// eremit.unionbankofindia.co.in/kvsfcs_live/and User ID and Password been allotted at the level of Headquarter/Regional office/Principal and class teacher.

The complete information of students is to be filled up online on the UBI Portal and verification of student data lies at the level of class teacher and Principal. The User and password of class teacher will be communicated in October, 2014.

The on line feeding for second phase to be started after 15th Oct, 2014, in order to expedite online feeding at that stage, complete student details section wise may please be kept ready in the enclosed Excel sheet format by the schools planned to be considered in second phase ( Annexure-I). The detail sought in format is required to be submitted only and fee etc will be automatically computed by the system.

Fee slips of students duly filled up will be generated through UBI Portal. The school has just to take print out of fee slips and distribute it among students.

The fee can be deposited in any of approx 3800 bank branch of UBI as well as through internet banking, Debit Card, Credit Card and Mobile banking. Cheque has been debarred as mode due to reconciliation issue.

No charges payable either by students or by KVS towards collection of fee except payment through credit card. The admission fee will be collected manually by KVs and only quarterly fee will be collected through bank as UID (15digits) comprises of admission no and UID gets activated only after allotment of admission no to student.

The bank will collect the fee from 1 to 15th without late fee and thereafter suo moto system will collect late fee at prescribed rate.

The complete fee will be deposited in ‘KVS Pool fee account’ at UBI Saket, New Delhi and thereafter UBI will transfer School Fund and VVN amount to respective UBI SF and VVN account maintained at School level. The share of VVN will be transferred by bank to KVS (HQ), KVS RO, RSCB and NSCB as per norms.

The surplus funds of SF and VVN at school/RO will be suo moto converted into deposit and interest prevailing on UBI website from time to time will be paid on the basis of period for which funds remain with UBI.

Each school as well as RO have to open two account (SF & VVN) with nearest branch of UBI. All of the bank account will be interlinked and will facilitate timely transfer of funds to Regional Office and School.

The MIS will be generated at different level i.e. School, Region and KVS (HQ) MIS will provide report on gender, Category, Category of admission, RTE,SG,PH students, Minority students, admission and transfer cases, class wise fee receipt/non receipt, break up of fee component, quarterly fee collection and VVN respectively.

In order to familiarize KVS officials about complete process, a training program will be organized at ZIET level between 29th October, 2014 to 31st October, 2014 by the undersigned, three official from every school may please be invited for this training(one principal/Vice principal, two teachers including one PGT (Computer science)/ or having computer knowledge).

You are hereby requested to convene a meeting with the officials of five school selected for second phase and appraise above mentioned facts to familiarize them with the ongoing process. They may be asked to kept ready section wise details of student as per enclosed Excel format. Further, to this if there is any deviation in information already furnished by Regional offices with respect to name of KV, sector, fee structure as mentioned in enclosed Annexure-II, then same may please be appraised/clarified and details of exemption if not already furnished with respect to applicable different fee structure (Project KVs) if any may also please be furnished latest by 22th September, 2014 through E Mail kvsdcfinance@gmail.com. So as to enable us to incorporate these details in UBI IT system to facilitate computation of fee through system.
