PROTEST OF PARAMILITARY FORCES OFFICIALS
3752. SHRI DHARMAPURI SRINIVAS:
Will the Minister of HOME AFFAIRS be pleased to state :
(a) whether the attention of Government is drawn to the protest of the paramilitary forces officials at Jantar Mantar in New Delhi demanding grant of special pay, OROP and restoration of old pension scheme for lakhs of personnel;
(b) if so, the details thereof;
(c) whether it is a fact that discrimination is being meted out to the CRPF, BSF, ITBP, CISF and SSB in sanctioning of number of welfare benefits to both serving and retired personnel of these forces, if so, the reasons therefor; and
(d) the steps being taken by Government to redress their problems?

(a) to (d): Reports of gathering of Ex-Paramilitary personnel at Jantar Mantar have been received. The demands from Ex-Central Armed Police Forces & Assam Rifles personnel (Ex-CAPFs & AR), inter-alia, include separate service and pension rules for CAPFs & AR, One Rank One Pension (OROP), discontinuation of New Pension System (NPS) etc. The Ex-CAPF personnel are entitled to pension and other pensionary benefits as Central Civil Service (Pension) Rules 1972, which are different from the pension rules applicable to Ex-servicemen. The age of superannuation in respect of CAPFs & AR is 57/60 years. Further, CAPFs and AR personnel, who are appointed on or after 01/01/2004, are covered under New Pension System (NPS).

क्या गृह मंत्री यह बताने की कृपा करेंगे कि:
(क) क्या सराकार का ध्यान अर्ध-सैनिक बल के कर्मचारियों द्वारा लाखों कार्मिकों हेतु विशेष वेतन, ओ आर ओ पी तथा पुरानी पेंशन योजना को लागू करने की मांग करते हुए, नई दिल्ली के जंतर मंतर पर किये गए विरोध प्रदर्शन की ओर दिलवाया गया है;
(ख) यदि हां, तो तत्संबंधी ब्यौरा क्या है;
(ग) क्या यह सच है कि सी आर पी एफ, बी एस एफ, आई टी बी पी, सी आई एस एफ तथा एस एस बी के सेवारत तथा सेवानिवृत दोनों कर्मियों को कई कल्याण लाभों को मंजूर करने में भेदभाव किया गया है; यदि हां, तो इसके क्या कारण है; और
(घ) उनकी समस्याओं के निवारण हेतु सरकार द्वारा क्या कदम उठाए जा रहे हैं?

(क) से (घ): भूतपूर्व अर्ध-सैनिक बल कर्मियों के जंतर-मंतर पर एकत्र होने की सूचना प्राप्त हुई है। भूतपूर्व-केन्द्रीय सशस्त्र पुलिस बलों और असम राइफल्स (भूतपूर्व-सीएपीएफ और असम राइफल्स) कर्मियों की मांगों में, अन्य बातों के साथ-साथ, सीएपीएफ और एआर के लिए अलग सेवा और पेंशन नियम, वन रैंक वन पेंशन (ओआरओपी), नई पेंशन प्रणाली (एनपीएस) को बंद करना आदि शामिल हैं। भूतपूर्व-सीएपीएफ कर्मी केन्द्रीय सिविल सेवा (पेंशन) नियम, 1972 के अनुसार पेंशन और अन्य पेंशन संबंधी लाभों के पात्र हैं, जो भूतपूर्व सैनिकों के लिए लागू पेंशन नियमों से भिन्न हैं। सीएपीएफ और असम राइफल्स कर्मियों की अधिवर्षिता की आयु 57/60 वर्ष है। इसके अतिरिक्त, दिनांक 01.01.2004 को अथवा इसके बाद भर्ती होने वाले सीएपीएफ और असम राइफल्स कर्मी नई पेंशन प्रणाली (एनपीएस) के अंतर्गत आते हैं।
