7th Central Pay Commission – Interim Report
"Presently, we consider the interim report as essential due to the important reasons given below: 1. The 50% DA merger that was allowed in the 5th Pay Commission is not made available now for Central Government employees 2. Also the inflation rate in the 6th Pay Commission is very high.”
The terms and references of the 7th Central Pay Commission was approved by the cabinet on 28.02.2014. In the terms of references document, in paragraph (h), it has been said that if needed an interim report can be recommended.
“h) To recommend the date of effect of its recommendations on all the above. The Commission will make its recommendations within 18 months of the date of its constitution. It may consider, if necessary, sending interim reports on any of the matters as and when the recommendations are finalised.″After the 7th Central Pay Commission was set up, it obtained terms of references from various stakeholders using the 1st phase of interactions. Now, through the 2nd phase of interactions, inputs are received through meetings held in various important cities of India.
The expectation of many Central government employees now is: “is there a possibility of the 7th Central Pay Commission interim report being released?” In the 5th Pay Commission, considering the inflation rates, when the DA reached 50%, it was merged with the basic salary.
However, in the 6th Pay Commission, nothing about the 50% DA merger has been mentioned. Moreover, comparing the DA increase due to inflation in the 5th Pay Commission, the DA that was given during the 6th Pay Commission taking into account the inflation rate is much higher. I have attached a table below to explain this.

Presently, we consider the interim report as essential due to the important reasons given below:
1. The 50% DA merger that was allowed in the 5th Pay Commission is not made available now for Central Government employees
2. Also the inflation rate in the 6th Pay Commission is very high.
Due to these factors all the Central Government employees naturally expect if they could get any interim relief through an interim report of the 7th Central Pay Commission.

sir,
i got promotion from asst.engr(as sectional engineer) to Dy.Ex.Engr(SDO) after 31 years.as i got first higher scale after 9 years so no change in pay scale.
now no attractive scale
no next promotion
no second higher scale
we compare with other state ,they are more benifitted with higher scale.in Gujarat no future for civil engineer now.
no pension after 2005
no permanent service now onwards
only fix salary to engineer for five years.
now how graduate civil enginner join government ?

sir i am getting less pay than my juniors, because i have obtained 3 promotions in my life in between 31-10-1981 to 18-02-2002 and thereafter no benefit moreover my retirement date is 31-12-2015 which is just one day short to get 7th pay commission. is it not a punishment to me? my juniors those are getting more pay than me they have not obtained any promotion, only upgradation and macp helps them to rise up. is it justified?
nagaraju says
Seniors are not benefited in the previous pay commit ions. Workload double increased.stores department cdms,DMS posts are already over loaded.

Sir,
Regards. If at all MACP is to be implemented from 01.01.2006, this should be done for all those who retired after 01.01.2006 not restricting to those from 01.01.2006 to 30.08.2008. Otherwise further anomaly would be created. Thanks.
Sincerely yours,

Govt. may consider the date of effect of MACP from 1.1.2006
instead of 1.9.2009 so that the benefits of MACP can be given to
all those who retired between 1.1.2006 to 31.8.2008 especially who
completed their regular service of 30 years as on 1.1.2006.
