Appointments on Compassionate grounds   

Appointment on compassionate grounds is made to mitigate the indigent circumstances of the dependents of Govt. employees dyingin harness or retiring on medical grounds.
The following activities are involved :–

  •     Completion of Forms & Details in Respect of Applications Received.
        Compilation of All Cases With Data Summary.
  •     Collection of Vacancies in Various Departments, of Group ā€˜C’ & ā€˜D’ Posts in Direct Recruitment Quota.
  •     Calculation of Vacancies Available for Compassionate appointments.
        Convening the Meeting of Screening Committee.
  •     Verification of the Short listed Cases.
  •     Approval for Compassionate Appointment by competent authority.
        Refer the Case to the Dept. Where Vacancy Exists, for Appointment.

    This is regarding LTC for fresh Recruits, to Central Govt. It is mentioned that their entitlement will be different for the first 8 years of service. They are allowed to travel to their hometown with their family on 3 occasions & on the 4th occasion to Any place in India. in a block of 4 years. This is available only for the first two blocks of 4 years. after joining govt. service. As one is eligible for LTC only after completion of one yer of service, effectively there will be only 7 LTC’s available to use, as there is no Carry forward of LTC’s for fresh recruits. Some of the new recruits are of the contention that they are eligible for 8 LTC’s. My explanation that Rules cannot be read in isolation, but in conjunction with LTC rules. goes unheard. In the first block of 4 years, one can thus avail only 3 LTC’s, (as LTC is eligible only after completion of one year) the question arises as to how can they avail LTC to Any Place in India on the 4th occasion. In the second block also they have to follow the same pattern. That means they can avail API only once in the 7 LTC available to them Out of these 7, one Hometown conversions to NER & JK, in each block, is admissible, as long as the relaxation continues. Secondly, depending on their date of joining not all are eligible for 7 LTC’s. for example if one has joined somewhere in Dec. 2008 he will be eligible for 5 LTC’s ., I will be highly obliged if you kindly clarify this at the earliest.
