Background:

The Scheme on Compassionate Appointment aims to support the family of a deceased government servant or one retired on medical grounds by alleviating financial hardship through employment of a dependent family member. This initiative ensures financial stability and helps the family navigate challenging circumstances.

Key Clarifications:

  1. Eligibility of Married Daughters:
    • Married daughters are eligible for appointment on compassionate grounds if they were:
      • Wholly dependent on the deceased or medically retired government servant at the time of the incident.
      • Supporting other dependent members of the family.
  2. Verification Process:
    • Administrative ministries or departments must verify the dependency and eligibility conditions for married daughters.
    • Committees evaluating these claims should assess the financial condition of the dependent family members, including the applicant, to determine the most deserving candidate.
  3. Assessment Guidelines:
    • Decisions on compassionate appointments should align with the consolidated guidelines outlined in the Department of Personnel & Training (DoPT) Office Memorandum dated August 2, 2022.
    • Each claim should be evaluated based on the specific financial and dependency circumstances of the family.

Implementation:

The Department of Posts has requested all concerned committees and authorities to incorporate these guidelines into their evaluation processes. Claims should be regulated in adherence to the provisions mentioned above to ensure fair and transparent consideration.
