Revision of Variable Dearness Allowance (VDA) for Contract Workers

The Ministry of Railways has recently issued a letter, dated 17.10.2023, regarding the revision of the rate of Variable Dearness Allowance (VDA) for contract workers engaged in various employment activities. This revision will be effective from 01.10.2023 onwards, as per the ministry’s directive (RBE No. 115/2023).

The Variable Dearness Allowance (VDA) is an additional component of wages provided to contract workers to compensate for the fluctuating cost of living. It is calculated based on the Consumer Price Index (CPI) and is revised periodically to ensure that workers receive fair and adequate compensation.

The Ministry of Railways recognizes the importance of providing a sustainable and equitable wage structure for contract workers. The revision of VDA aims to address the rising cost of living and ensure that contract workers are able to meet their basic needs and maintain a decent standard of living.

The revised rates of VDA will vary based on the category of employment and the region in which the contract workers are engaged. The rates will be categorized into different levels, with each level corresponding to a specific employment activity. This categorization ensures that workers are compensated appropriately based on the nature of their work.

The ministry has taken into account various factors while revising the rates of VDA, including inflation, market conditions, and the recommendations of expert committees. The revision has been made after careful deliberation and consultation with stakeholders, including representatives of contract workers.

It is important to note that the revised rates of VDA will be applicable to all contract workers engaged in activities under the Ministry of Railways. This includes workers involved in construction, maintenance, cleaning, and other related tasks. The revised rates will be implemented by the respective contractors/employers, who are responsible for ensuring compliance with the ministry’s directive.
