Merger of Cadres in the Indian Railways

The Ministry of Railways in India has issued a communication (No. 2023/CE-I/GNS/6) dated August 7, 2023, to all Indian Railways regarding the merger of cadres within the civil engineering department. This decision aims to optimize manpower utilization and adapt to technological advancements.

The communication references a note from the Principal Executive Director (Human Resources) [PED(HR)] on the integration of cadres. The Board (CRB) has proposed an action plan for integrating aligned cadres across departments to enhance skills utilization, balance workloads, and create better promotional opportunities.

Subject: Merger of Cadres.

To optimally utilize manpower and in view of changes in technology, working systems and redundancies review of manpower requirement is done from time to time.

In view of above, Board (CRB) has advised an action plan for integrating aligned cadres in departments. In this connection, all directorates are requested to submit their proposals and suggestions for integrating cadres in their departments for consideration, to ensure effective utilisation of skills and balance workload of different cadres so that they can be optimally utilized and may yield better promotional avenues also. The list of various designations appearing in the respective department is also attached as per DATA available in HRMS for your ready reference.
