Separation of CVO from Sports Associations

The Ministry of Railways in the Government of India has issued a letter addressing the Association of Chief Vigilance Officers (CVOs) with other organizational matters. The letter highlights that some Senior Vigilance Officers are currently holding positions in the Sports Association of their respective Zonal Railways and Production Units. This situation raises concerns that these Vigilance Officers may be involved in decision-making processes, including financial matters, which could have vigilance sensitivity.

Sub.: Association of CVO with other organisational matters.

It has come to notice of Board’s Office that some of the Senior Vigilance Officers are holding posts in Sports Association of their Zonal Railway and Production Units. There is a possibility that while holding posts in new association Vigilance Officers might be involved in some of the decision making process including financial matters having vigilance sensitivity.

  1. Para 107.1 of IRVM 2018 clearly states that participation in decision making or close association of CVO or the vigilance staff in such matters over which they might be required, at a later stage, to sit in judgment from vigilance point of view, should be avoided. Therefore, CVO and the vigilance functionaries should not be a party to decision-making processes, which are likely to have vigilance sensitivity, as this may result in conflict of interest. However, advice can be tendered on some policy matters especially those requiring implementation of preventive vigilance measures.
  2. In view of the above, SDGM’s of Zonal Railways/PSUs are requested to examine the issue in their respective zones and take suitable corrective action.

Compliance in this regard may be reported to Board’s Office at the earliest.
