India’s Ministry of Finance mandates TSA for ABs

The Indian Ministry of Finance’s Department of Expenditure has issued an office memorandum announcing the universal implementation of the Treasury Single Account (TSA) in ABs. The memo refers to a previous memorandum indicating that ABs receiving funds over 100 crores in a Financial Year would be covered under the TSA system from 1st April, 2023. The Ministries have already started the accounts opening process and are expected to complete the capacity building and training of these new ABs in time. The memo requests the Principal Chief Controller of Accounts, Chief Controller of Accounts, Controller of Accounts, and Chief Accounts Officer of the Ministries/Departments administering these ABs to coordinate with GIFMIS – PFMS, O/o CGA to ensure a smooth implementation of the TSA.

Office Memorandum

Sub:- Universal implementation of Treasury Single Account (TSA) in ABs.
Reference is invited to this office OM No. 10(3)/TA-II/2021/TSA/5640/376 dated 4.11.2022 indicating therein that ABs receiving funds amounting to more than 100 crores in a Financial Year will be covered under Treasury Single Accounts (TSA) system w.e.f. 1st April, 2023.

Accounts opening process has already been started by the Ministries and it is expected that capacity building and training of these new ABs is also completed timely.

Therefore, all Pr. CCAs/CCAs/CAs/CAS(IC) of the Ministries/Departments administering these ABs are requested to ascertain their training and capacity building requirement and coordinate with GIFMIS – PFMS, O/o CGA for smooth implementation of the same.
