Guidelines for Periodic Review of Central Government Employees

The Indian Ministry of Personnel, Public Grievances & Pensions, Department of Personnel & Training has issued an office memorandum on the “Periodic Review of Central Government Employees for strengthening of administration under Fundamental Rule (FR) 56(j)/(I) and Rule 48 of CCS (Pension) Rules, 1972 [now, rule 42 of CCS(Pension) Rules, 2021]”. The memorandum reiterates the comprehensive instructions issued on this matter on 28.08.2020 and emphasizes that all Ministries/Departments must strictly adhere to the timelines indicated in the aforementioned memorandum. The memorandum is dated 3rd April 2023 and is signed by Satish Kumar, Under Secretary to the Government of India.

OFFICE MEMORANDUM

Subject: Periodic Review of Central Government Employees for strengthening of administration under Fundamental Rule (FR) 56(j)/(I) and Rule 48 of CCS (Pension) Rules, 1972 [now, rule 42 of CCS(Pension) Rules, 2021] – reg.

The undersigned is directed to refer to the abovementioned subject and to state that a comprehensive instructions on Periodic Review of Central Government Employees for strengthening of administration under Fundamental Rule (FR) 56(j)/(l) and Rule 48 of CCS (Pension) Rules, 1972[ now, rule 42 of CCS(Pension) Rules, 2021] was issued vide DoPT’s O.M. No.2 5013/ 03/2019-Estt.A-IV dated 28.08.2020.

  1. It is reiterated that the timelines indicated in para 4 of the aforesaidO M dated 28.08.2020, should strictly be adhered to by all the Ministries / Departments.
