Reviewing the Allotment of Coaches/Rakes for Bharat Gaurav Trains Policy

The Indian Ministry of Railways has issued Commercial Circular No 02 of 2023 to all Zonal Railways to implement the Bharat Gaurav Trains Policy and review the allotment of coaches/rakes. The circular notes that no new registration or placement of new rake requests under Bharat Gaurav Trains policy will be allowed until further orders. Existing service providers who have already placed demand for rakes or have been allotted rakes till date, would be allowed to continue to operate Bharat Gaurav trains as per extant policy. However, IRCTC is allowed to continue to place rake requests until further orders to meet new requirements of rail-based tourism under the Bharat Gaurav Trains policy. IRCTC will need to build in sufficient safeguards and ensure a level playing field while adopting the modalities for operation of the tourist trains.

Sub: Implementation of Bharat Gaurav Trains Policy- Review of allotment of coaches/rakes.

Ref:- (i) Commercial Circular No. 14/2021 dated 23.11.2021.
(ii) Commercial Circular No. 24/2022 dated 14.11.2022.

This is in continuation to the instructions issued vide CC No.24/2022.

In order to rationalize future demand of LHB coaches. for operation of Bharat Gaurav Trains, following has been decided by the Competent Authority:

  1. No new registration as well as placement of new rake requests under Bharat Gaurav Trains policy shall be permissible till further orders. The existing service providers who have already placed demand for rakes or have been allotted ra1‹es till date, would be allowed to continue to operate Bharat Gaurav trains as per extant policy.
  2. However, to meet with the new requirements of rail based tourism under extant BGT policy, IRCTC is allowed to continue to place ra1‹e requests until further orders. For this, IRCTC shall build in sufficient safeguards and ensure level playing field while adopting the modalities for operation of the tourist trains.

This issues with the concurrence of the Finance Directorate of Ministry of Ra’ ways and approval of the Board (CEO & CRB, MF, M/T&RS and M/O&BD).
