GDS : Clarification on Counting of Leave Without Allowance

The Indian Ministry of Communications, Department of Posts has issued a clarification regarding the counting of Leave Without Allowance (LWA) for the purpose of granting annual increment to Gramin Dak Sevaks (GDS), other than on account of deputation/engagement in MTS/Postman Post. The ministry stated that only unauthorized absence or leave without approval from the engaging authority constitutes a break in engagement of a GDS, as per instructions contained in OM No. 40-58/78-Pen, dated the 25th April, 1981. LWA is considered as authorized leave, and therefore, it should be counted as qualifying engagement for granting annual increment to GDS. The clarification was issued in response to a letter from the Andhra Pradesh Circle Chief Postmaster General on the same subject.

Please refer to your office letter No. EST/S-4/Unions/2021-22 dated 13.01.2023 on the above noted subject.

  1. In this context, as per instructions contained in OM No. 40-58/78-Pen, dated the 25th April, 1981, only unauthorized absence/leave without the approval of the engaging authority constitutes break in engagement of a GDS, unless regularized by the competent authority. The LWA is an authorized kind of leave.
