Clarification on LTC Claim Submission Process

March 3, 2023 Eliza

The Principal Controller of Defence Accounts has issued a clarification on the final claim of Leave Travel Concession (LTC) in a letter to the Government of India’s Office of the Joint Secretary (E/CAO). The letter refers to a DOP&T OM from August 2022, which states that officials booking tickets to avail LTC must obtain a print-out of the web page for settlement of claim. However, the office has received numerous claims where this requirement has not been fulfilled. Therefore, all directorates and offices are advised to instruct officers/staff to obtain a print-out of the web page to ensure the cheapest fare in the slot and submit it with the final claim of LTC. Claims without a print-out of the web page/lowest fare certificate issued by an authorized travel agent may not be entertained in the future. The letter emphasizes strict compliance with this requirement.

Final Claim of LTC

Principal Controller of Defence Accounts
6th Floor, A Block, Defence Offices Complex, Africa Avenue, New Delhi -110023

File No. 11011/1/97/TA/ Gen. Corr

Date: 21.02.2023

To,

Government Of India
Office of the JS(E/CAO)
CAO Move, 2nd Floor
A Block, Africa Avenue
New Delhi-23

Subject: Clarification On Final Claim of LTC.
Reference: DOP&T F. No. 31011/12/2022-Estt.A-IV dated 29.08.2022.

Attention is invited to DOP&T OM cited under reference wherein it is explicitly mentioned that officials booking tickets to avail LTC may invariably obtain print-out of the Web Page for settlement of claim. However, this office is receiving large number of claims where this mandatory requirement is not fulfilled.

2, All directorates and offices are therefore advised to issue instruction to the officers/staff that Officials availing the LTC may invariably obtain print-out of the Web Page to ensure the cheapest fare in the slot and submit the same with final claim of LTC. All directorate/Offices may ensure the compliance of the same before forwarding the final claim to this office. In future claims may not be entertained without enclosing print out of the web page/lowest fare certificate issued by authorized travel agent.

This is for your information and strict compliance please.
