Dr. Kalanidhi Veeraswamy, a member of the Lok Sabha, has raised a question about the need to start a cadre of an Indian Medical Service (IMS) in the country. The Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office, Dr. Jitendra Singh, responded that a proposal for the creation of an IMS was received from the Department of Health and Family Welfare, but it requires consultation with all stakeholders, including state governments, and has been returned for that purpose. The IMS could be a game changer as it would provide efficient health care managers to enhance the success of health projects and formulate policy and the course of action for fighting diseases. The pandemic has driven home the importance of health professionals, not just in managing the pandemic in health institutions but also at the level of the government.

Will the PRIME MINISTER be pleased to state:
(a) whether the Government is aware that there is an urgent need to start the cadre of an Indian Medical Service (IMS) on the lines of other civil services like IAS, IFS, IPS, etc. in the country and if so, the details thereof;
(b) whether the Government is also aware that the pandemic had driven home the importance of health professionals not just in managing the pandemic in health institutions but also at the level of the Government;
(c) whether the Government is also aware that IMS could be a game changer as it would provide efficient health care managers to enhance the success of health projects and formulate policy and the course of action for fighting diseases;
(d) whether the Government is planning to start a cadre of IMS in the country; and
(e) if so, the details thereof and if not, the reasons therefor?

(a) to (e): A proposal for creation of an Indian Medical Health Service was received from the Department of Health and Family Welfare. On examination, it was found that the said proposal required consultation with all the stake holders including State Governments and it was returned to that Department for the said purpose.
