Revised Roster for MTS in Administrative Offices

The Indian Government’s Ministry of Communications and Department of Posts has issued a directive regarding the management of the Multi-Tasking Staff (MTS) in the Administrative Offices and Regional Offices. It has been observed that the management of the MTS cadre varies in different circles. Henceforth, a reservation roster for the MTS in both CO and RO will be maintained centrally at the Circle Office. The MTS officials will not be subject to rotation but transfers can be made in the administrative interest with reasons recorded in writing. Transfers on the request of the MTS officials will be outside the purview of the transfer under Rule 38 of the Postal Manual Volume IV.

Madam / Sir,

It has been observed that cadre management of MTS in Administrative offices is being dealt in different ways in different Circles. In some Circles, reservation roster is maintained centrally whereas in some Circles it is maintained both at CO and RO.

  1. The issue has been reviewed and it has been decided that henceforth a reservation roster for MTS in CO and RO will be maintained centrally at Circle Office concerned.
  2. MTS officials will not be subject to rotational from one office to another, CO to RO or RO to CO or from RO to RO. However, in administrative interest such transfers can be done for reason(s) to be recorded in writing.
  3. Transfer of MTS officials from one office to another, i.e. CO to RO or RO to CO or from RO to RO, on own request shall be outside the purview of transfer under Rule – 38 of Postal Manual Volume IV.
