Sub: Selection for the post of Stenographer Grade-III (Level-4) against 25% General Selection quota-clarification regarding educational qualification.

As the Railway Administrations are aware, in terms of extant provisions, the posts in the category of Stenographer (Hindi/English) in level-4 are to be filled by General Selection from serving Group ‘C’ employees in level-1 and above with knowledge of shorthand. No specific provision of any educational qualification other than requirement of knowledge of shorthand has been stipulated

Doubts have been raised by certain Railways as to whether there is any prescribed educational qualification for the 25 % General Selection quota in the cadre of Stenographers in Level 4.

The matter has been examined in consultation with the Zonal Railways and it has been observed that different Railways have been following different practices in this regard. After careful consideration of the matter, it is clarified that there is no minimum prescribed educational qualification for promotion to the post of Stenographer Grade III in Level 4 against the 25% General Selection quota. The basic requirement is knowledge of shorthand with prescribed speed.
