Sub: Retention of railway accommodation at previous place of posting by Railway officers – Relaxations and conditions governing retention – reg.

Keeping in view the requests/demands(fresh cases as well as continuation) received from various Zonal Railways/ Production Units/PSUs/State JVs/RLDA etc. for permitting the retention of railway accommodation to Railway officers at their previous place of posting, the Full Board in exercise of powers vested in it to make reasonable relaxations in public interest for a class/group of employees in all or any of the provisions regarding house allotment /retention, have decided as follows:-

1). MCF/Raebareli: The facility of retention of railway accommodation at their previous place of posting granted to Railway officers/staff on posting at Modern Coach Factory(MCF), Raebareli which was earlier permitted upto 31.12.2020 vide letter No.E(G)2014 QR 1-3 dated 31.07.2020(RBE No.59/2020) is extended for a further period upto 31.03.2023, on payment of special licence fee for the retained house, as mentioned in para 3, w.e.f. 01.07.2022, irrespective of whether or not they have been allotted accommodation at MCF.

ii). RCF/Kapurthala: The Railway officers/staff at Rail Coach Factory(RCF), Kapurthala are permitted to retain railway accommodation at their previous place of posting upto 31.03.2023 on payment of special licence fee for the retained house, as mentioned in para 3, w.e.f. 01.07.2022, irrespective of whether or not they have been allotted accommodation at RCF.

iii). East Central Railway: The facility of retention of railway accommodation at their previous place of posting granted to Railway officers/staff on posting at East Central Railway which was. earlier permitted upto December, 2022 vide letter No.E(G)2009 QR 1-2 dated 23.04.2021(RBE No.32/2021), is extended for a further period upto March, 2023 on payment of special licence fee for the retained house, as mentioned in para 3, w.e.f. 01.07.2022, irrespective of whether or not they have been allotted accommodation at East Central Railway.

iv). South East Central Railway: The facility of retention of railway accommodation at their previous place of posting granted to Railway officers(SAG & above) on posting at South East Central Railway headquarter which was earlier permitted upto 31.12.2022 vide letter No.E(G)2019 RN 2-2 dated 31.12.2019(RBE No.219/2019), is extended for a further period upto March, 2023 on payment of special licence fee for the retained house, as mentioned in para 3, w.e.f. 01.07.2022, irrespective of whether or not they have been allotted accommodation at South East Central Railway.

v). NER, ECoR, SWR_& WCR: The facility of retention of railway accommodation at their previous place of posting granted to Railway officers(SAG & above) on posting at NIER, ECoR, SWR & WCR which was earlier permitted upto 13.2.2023 vide letter No.E(G)2009 QR 1-2 Pt. dated 05.01.2022, is extended for a further period upto March, 2023 on payment of special licence fee for the retained house, as mentioned in para 3, w.e.f. 01.07.2022, irrespective of whether or not they have been allotted accommodation in above said Zones.

vi) Chairman/RRB, Directors/Faculty Members of CTIs, GMs & DRMs.: These Railway officers have been permitted to retain Railway accommodation at their previous place of posting for full tenure on payment of special licence fee for the retained house, as mentioned in para 3, w.e.f. 01.07.2022, irrespective of whether or not they have been allotted accommodation at present place of posting.

vii). Railway PSUs(Other than DFCCIL & NHSRCL): The facility of retention of railway accommodation at their previous place of posting granted to Railway officers/Staff on deputation to Railway PSUs (other than DFCCIL & NHSRCL) and in occupation of railway accommodation in = areas other than Delhi/NCR which was earlier permitted upto 30.06.2022 vide letter No. E(G)2008 OR 1-15(PSUs) dated 15.07.2021, is extended for a further period upto 31.03.2023 on the same terms & conditions as contained in ibid letter dated 15.07.2021.

viii). RLDA: a) The Railway officers on deputation to RLDA will be allowed to retain existing house for full term of deputation and will also be entitled for fresh allotment from Railway Board Pool.

b) The absorbed Vice-Chairman & Members of RLDA are permitted to retain Railway accommodation till full tenure, if such houses are located in NCR area.

ix). DFCCIL: Railway officials on deputation to DFCCIL have been permitted to retain Railway accommodation at previous place of posting till 30.06.2023 vide Board’s letter dated 09.05.2022. The Railway officers who have joined DFCCIL as Director on absorption basis after 01.04.2020 are permitted to retain railway accommodation at their previous place of posting for 03 years from the date of absorption in DFCCIL.

2. The organizations covered in item No.(vii) to (ix) of para-1, would provide leased accommodation (in place of depositing the lease amount with Railway) to the officers from concerned Railways, for all houses retained by them as per the officer’s choice “according to Railway priority list, at the rate of lease entitlement for corresponding grade of officers of these organizations.

3. Full Board have also decided that except for Railway officials posted in Railway PSUs/RLDA/Joint Ventures, NFR and USBRL -J&K Project, in all other cases including those covered in item (i) to (vi) of para-1 & other such cases, where Railway officials have been allowed to retain Railway accommodation at their previous place of posting, special licence fee as mentioned in table below, shall be applicable after 02 months of permitted retention period on transfer on normal licence fee (as per instructions contained in Board’s letter No. E(G)2000 QR 1-23 dated 24.11.2020), w.e.f. 01.07.2022 onwards, irrespective of whether or not the Railway official has been allotted accommodation at his/her new place of posting (instead of normal licence fee that was applicable earlier):-

* Above will be subject to revision on pro rata basis as and when rate of damage rent is revised by Railway Board.

4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
