Initiation of claims for Counting of pre-commissioned service in respect of all Commissioned officers

Subject:-Initiation of claims for Counting of pre-commissioned service in respect of all Commissioned officers.

Reference:- Regulation No. 3(b) of Pension Regulation Part-II, 2008 Edition.

The provision of counting of former service for the purpose of pension has been made in Regulation No. 3(b) of Pension Regulation Part-II, 2008 edition. As per Regulation no. 3(b) of ibid regulation, officer who has rendered previous service shall submit his claim in duplicate on the form prescribed in Appendix I of these regulations to his officer commanding unit within one year of grant of commission.

It is seen that Record Offices are receiving claim submitted by officer on Appx. A to 56/2001 even after one year of commission to officer commanding unit. These claims are being forwarded to this office for assessment of former service.

The matter of counting of former service after one year of commission was referred to our HQrs. office by this office. The HQrs. office vide their letter No. 5635/AT-P/VolI-XLI, dated 23.05.2019 (Attached as: Annexure ) has clarified that provision of Regulation No. 3(b) needs to be complied with and procedure provided under Pension regulation needs to be followed. In case, ITHQ(A) has different opinion, they may make a reference to the Ministry.

It is therefore, requested that the claims for counting of former service submitted by the officers within one year of grant of commission may only be submitted to this office.

This office will not-be in a-position to entertain the claims submitted after one year of commission and same will be returned unactioned. The claims preferred after one year of commission to the commanding-officer may only be submitted after obtaining Government sanction for waiving of delay.
