Coconut Development Board Recruitment Regulations, 2020

New Delhi, the 19th February, 2021

G.S.R. 21.—In exercise of the powers conferred by sub-section (1) read with clause (b) of sub-section (2) of section 20 of the Coconut Development Board Act, 1979 (5 of 1979), the Coconut Development Board, with the previous sanction of the Central Government, hereby makes the following regulations, namely:-

1. Short title, commencement and application

(1) These regulations may be called the Coconut Development Board Recruitment Regulations, 2020.

(2) They shall come into force on the date of their publication in Official Gazette.

(3) These regulations shall apply to the posts specified in column (1) of the Schedule annexed to these regulations.

2. Number of posts, classification and level in pay matrix

The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedules.

3. Method of recruitment, age-limit, qualifications, etc.

The method of recruitment to the said posts, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this regulation.

5. Initial Constitution

The regular service rendered by the incumbents holding the abolished posts mentioned below shall be counted for appointment to the posts mentioned against such abolished posts after assessing their suitability for the new posts by a committee constituted as per the relevant instructions or orders:-

(a) the incumbent holding the abolished post of Processing Engineer in level 10 (Rs.56,100-1,77,500) in the pay matrix with five years regular service in the grade may be considered for appointment to the post of Deputy Director (Technology Development and Entrepreneurship) in level 11 (Rs.67,700-2,08,700) in the pay matrix;

(b) the incumbent holding the abolished post of Finance Officer in level 7 (Rs.44,900-1,42,400) in the pay matrix with three years regular service in the grade may be considered for appointment to the post of Senior Accounts Officer in level 10 (Rs.56,100-1,77,500) in the pay matrix;

(c) the incumbent holding the abolished post of Farm Manager in level 7 (Rs.44,900-1,42,400) in the pay matrix with three years regular service in the grade may be considered for appointment to the post of Assistant Director (Development) in level 10 (Rs.56,100-1,77,500) in the pay matrix;

(d) the incumbent holding the abolished post of Assistant Administrative Officer in level 7 (Rs.44,900- 1,42,400) in the pay matrix with two years regular service in the grade may be considered for appointment to the post of Administrative Officer in level 7 (Rs.44,900-1,42,400) in the pay matrix;

(e) the incumbent holding the abolished post of Assistant Marketing Officer in level 7 (Rs.44,900-1,42,400) in the pay matrix with three years regular service in the grade may be considered for appointment to the post of Assistant Director (Marketing) in level 10 (Rs.56,100-1,77,500) in the pay matrix;

(f) the incumbent holding the abolished post of Senior Technical Officer (Marketing) in level 6 (Rs.35,400- 1,12,400) in the pay matrix with eight years regular service in the grade may be considered for appointment to the post of Assistant Director (Marketing) in level 10 (Rs.56,100-1,77,500) in the pay matrix;

(g) the incumbent holding the abolished post of Senior Technical Officer (Marketing) in level 6 (Rs.35,400- 1,12,400) in the pay matrix with five years regular service in the grade may be considered for appointment to the post of Market Promotion Officer in level 7 (Rs.44,900-1,42,400) in the pay matrix;

(h) the incumbent holding the abolished post of Senior Technical Officer (Development) in level 6 (Rs.35,400- 1,12,400) in the pay matrix with eight years regular service in the grade may be considered for appointment to the post of Assistant Director (Development) in level 10 (Rs.56,100-1,77,500) in the pay matrix;

(i) the incumbent holding the abolished post of Senior Technical Officer (Development) in level 6 (Rs.35,400- 1,12,400) in the pay matrix with five years regular service in the grade may be considered for appointment to the post of Development Officer in level 7 (Rs.44,900-1,42,400) in the pay matrix;

(j) the incumbent holding the abolished post of Junior Accounts Officer in level 6 (Rs.35,400-1,12,400) in the pay matrix with five years regular service in the grade may be considered for appointment to the post of Accounts Officer in level 7 (Rs.44,900-1,42,400) in the pay matrix;

(k) the incumbent holding the abolished post of Superintendent in level 6 (Rs.35,400-1,12,400) in the pay matrix with five years regular service in the grade may be considered for appointment to the post of Administrative Officer in level 7 (Rs.44,900-1,42,400) in the pay matrix;

(l) the incumbent holding the abolished post of Sub-Editor (Hindi) in level 6 (Rs.35,400-1,12,400) in the pay matrix with five years regular service in the grade may be considered for appointment to the post of Senior Translator in level 7 (Rs.44,900-1,42,400) in the pay matrix;

(m) the incumbent holding the abolished post of Hindi Translator in level 6 (Rs.35,400-1,12,400) in the pay matrix with five years regular service in the grade may be considered for appointment to the post of Senior Translator in level 7 (Rs.44,900-1,42,400) in the pay matrix;

(n) The incumbent holding the abolished post of Technical Officer in level 6 (Rs.35,400-1,12,400) in the pay matrix with five years regular service in the grade may be considered for appointment to the post of Development Officer in level 7 (Rs.44,900-1,42,400) in the pay matrix;

(o) The incumbent holding the abolished post of Machine Operator in level 4 (Rs.25,500-81,100) in the pay matrix with ten years regular service in the grade and possessing two years experience in handling stores in the Quality Testing Laboratory of the Board may be considered for appointment to the post of Assistant (Store) in level 6 (Rs.35,400-1,12,400) in the pay matrix:

Provided that the incumbents of the abolished posts who are assessed to be not suitable to the new posts shall be declared as surplus and equal number of posts in the same or higher level in the pay matrix shall be kept vacant until they are otherwise adjusted in the new posts or until their superannuation.

6. Power to relax

Where the Board is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these regulations with respect to any class or category of persons.

7. Saving

Nothing in these regulations shall affect reservations, relaxation of age-limit and other concessions required to be provided for the candidates belonging to the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
