ABOLITION OF POSTS IN RAILWAYS

606. SHRI ELAMARAM KAREEM:

Will the Minister of RAILWAYS be pleased to state:

(a) whether the Railways have decided to abolish certain posts considering the technological advancements, if so, how many posts;

(b) whether any new posts are being created to appoint employees with technical knowledge in new fields;

(c) how many vacancies are there in Railways as on 1st July, 2021, the data of each category;

(d) whether any operational difficulties were faced due to shortage of staff in any division recently, if so, the details thereof; and

(e) by when the existing vacancies will be filled?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF UNSTARRED QUESTION NO. 606 BY SHRI ELAMARAM KAREEM ANSWERED IN RAJYA SABHA ON 23.07.2021 REGARDING ABOLITION OF POSTS IN RAILWAYS.

(a) & (b) No, Sir.

(c) The detail of vacancies, as on 01/07/2021 is as under:

(d) No, Sir. Sanctioned posts in all categories are more than the actual operational requirement because they include an element of Leave Reserve and Rest Givers. In addition, a lag in recruitment due to cycle of retirement, promotion, placing of indent for new recruitment cycle , various stages of recruitment, is also considered. Thus, operational requirements of Railways are duly taken care of.

(e) Occurrence and filling up of vacancies is a continuous process and the same is filled by placement of indents by Railway with recruitment agencies as per operational requirements. There is always a time lag between occurrence of vacancies and processing the same for filling up, which involves notification of vacancies, holding examinations, finalization of select panels and issue of appointment letters. Two Centralized Employment Notifications (CENs) for filling up of 36,944 Group ‘C’ vacancies have been notified. CEN No. RRC-01/2019 level-1 (erstwhile Group ‘D’ posts) has been notified for filling up of 1,03,769 vacancies.

Further, 71,125 and 2123 candidates have been empanelled by RRBs for various group ‘C’ posts during 2019-2020 & 2020-2021.

A total of 1121 Sub-Inspectors (executives), 8543 Constables (executives) & 796 Constables (Ancillary) in RPF/RPSF have been empanelled against the vacancies notified in the year 2018.
