Railways : Non-provision of accommodation in the Reserved Coaches in Special Trains to the Running Staff travelling as “Spare”

Dear Sir,

Sub: Non-provision of accommodation in the Reserved Coaches in Special Trains to the Running Staff travelling as “Spare” – Reg.

Ref.: Railway Board’s letter No.TC-II/2910/2020/Special Train/Covid-19 dated 11.05.2020

A substantial number of Loco and Traffic Running Staff are required to travel as “Spare” either after performing their duty to return to their Headquarters or to pick-up a return train from other stations.

As per para 2.3 of Railway Board’s letter supra; Running Staff are not being provided with any accommodation for their journey, either from the Headquarters to Outstation or Outstation to the Headquarters, as “Spare”, which is not only causing severe hardship to Running Staff, but also put them to embarrassing moments.

It is, therefore, requested that, this issue be looked into on priority and remedial action (specific berth number/s in a particular coach invariably be earmarked in favour of Running Staff) thereto be taken urgently, so as to facilitate trouble-free commuting of Running Staff, as “Spare”, before and after performing their duty.

An immediate action, in the form of specific instructions to the concerned authorities, for earmarking specific berth number/s in particular coach for Running Staff, as is in the practice with respect to On-Duty TTEs and RPF/GRP Personnel, is solicited.

Such a policy decision will not only benefit the Running Staff, for securing much needed rest, but also, in effect, will not disturb other travelling passengers.
CRIS authorities may be advised to effect suitable changes in their Software/ Programming.
