Subject : Recovery of excess/ wrong pension payments made to the pensioners

Reference: RBI/2014-2015/500.DGBA.GAD.No.H4054/45.03.001/2014-15 March 13, 2015

Sir,

While highly appreciating your efforts to keep Country’s economy on track during Covid -19 Pandemic. Bharat Pensioners Samaj (Federation), the Apex Body representing all India Pensioners Associations, having reach to over 10 lac civilian pensioners from all departments and disciplines of Government of India. Bharat Pensioners Samaj (BPS) also happens to be an associate NGO of International Federation on Ageing (IFA), Toranto, Canada and is one of the institutions identified as assisting arm in resolving pensioners grievances by the Department of Pension and Pensioners Welfare, Government of India. Wish to submit the following grievance of the Pensioners/family pensioners :

Sir, Your kind attention is invited to DGBA.GAD.No.H4054/45.03.001/2014-15 March 13, 2015 according to which whenever any excess payment of government pension is detected, due to an act of omission on the part of the agency bank/the government , the entire amount should be credited to the government account immediately.

These instructions stand reiterated vide DGBA.GBD.No.S-1/31.02.007/2021-22 April 1, 2021.

This is too harsh a punishment for no fault of theirs especially in case of family pensioner & the pensioners in lower /middle rung, whose survival is on pension only. Family pensioners who are subjected to 40% cut in the family budget abruptly on the demise of the one member of the family i.e. the pensioner are often pushed to starvation because of such lump-sum recovery in one go.

Bharat Pensioners Samaj therefore, request you to review the said order and to advise all concerned to ensure such recovery in monthly installments not exceeding 33% of the basic pension.
