Assistant Director, Refrigeration Engineer and Assistant Technical Officer Recruitment Rules

MINISTRY OF HEALTH AND FAMILY WELFARE
New Delhi, the 4th February, 2021

G.S.R. 10. In exercise of the powers conferred by the proviso to article 309 of the constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Director (Non-medical) in the Ministry of Health and Family Welfare, BCG Vaccine Laboratory, Guindy, Chennai, namely: –

1. Short title and commencement 

(1) These rules may be called the Ministry of Health and Family Welfare, BCG Vaccine Laboratory, Guindy, Chennai, Assistant Director (Non-medical) (Group ‘A’ Post), Recruitment Rules, 2021.

(2) They shall come into the force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in the pay matrix

The number of post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc

The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification – No person

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of these rules.

5. Power to relax

Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving

Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Composite Method: Deputation (including short term contract) plus Promotion. Officers under the Central Government or State Government or Public Sector Undertakings or Universities or Recognised Research Institutions or Autonomous/ Statutory Bodies; :- (a) (i) holding analogous post on regular basis in the parent cadre or department; or (ii) With five years service in the grade rendered after appointment thereto on a regular basis in posts in the level-10 (Rs. 56,100-1,77,500/-) in the pay matrix or equivalent in the parent cadre or department; and (b) Possessing the following educational qualification and experience; Essential: (i) Master Degree in Science or Master Degree in Veterinary Science in Bio- Chemistry or Microbiology from a recognised University or Institute. Five years experience in manufacturing of Human Biological products or in research in the field of medical of Microbiology or Virology or Bio-chemistry or Immunology along with experience in Current Good Manufacturing Practices regulations and guidelines with ability to prepare and maintain required documentation. Desirable: Ph.D in Bio-Chemistry or Microbiology or Immuno-Chemistry from recognised University or Institute. Note 1: The departmental Deputy Assistant Director (Non-medical) in level-10 (Rs. 56,100-1,77,500/-) in the pay matrix with five years regular service in the grade; and possessing the educational qualifications and experience prescribed for deputationists will also be considered along with outsiders and in case he is selected for appointment to the post, the same shall be deemed to have been filled by promotion. (i) Note 2: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not to exceed four years. The maximum age-limit for appointment by deputation (including short term contract) shall be not exceeding fifty six years as on the closing date of receipt of applications.

G.S.R. 11.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the BCG Vaccine Laboratory, Guindy, Madras (Group ‘B’ posts) Recruitment Rules, 1978, in so far as they relate to the post of Refrigeration Engineer, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Refrigeration Engineer in the Ministry of Health and Family Welfare, BCG Vaccine Laboratory, Guindy, Chennai, namely: –

1. Short title and commencement

(1)These rules may be called the Ministry of Health and Family Welfare, BCG Vaccine Laboratory, Guindy, Chennai, Refrigeration Engineer , Group ‘B’ Post Recruitment Rules, 2021. (2)They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in pay matrix

The number of the said post, its classification and level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Promotion: Electrical and Mechanical Supervisor with five years regular service in the level-6 (Rs. 35400- 112400/-) of the pay matrix and possessing Diploma in Electrical or Mechanical or Electrical and Electronics Engineering (EEE) from a recognised University or equivalent and having successfully completed two to four weeks training in the relevant subject as prescribed by the Department. Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation (Including Short Term Contract): Officers of the Central Government or State Government or Union Territories or Autonomous or Statutory organisation or Public Sector Undertakings or Universities or Recognised Research Institutes: (a) (i) holding analogous posts on regular basis in the parent cadre or Department; or (ii) with five years service in the grade rendered after appointment thereto on regular basis in the level-6 (Rs. 35400-112400/-) in the pay matrix or equivalent in the parent cadre or Department; and (b) Possessing the following educational qualifications and experience: (i) Degree in Electrical Engineering or Mechanical Engineering or Electrical and Electronics Engineering (EEE) from a recognised University. (ii) Two years practical experience in maintenance and handling of Medical Laboratory Equipment and Refrigeration Plants from recognised institute. Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2: Period of Deputation Including Short Term Contract in another ex-cadre post held immediately preceding this appointment in the same or some other organization or Department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation Including Short Term Contract shall Not be exceeding 56 years’ as on the closing date of receipt of applications.

Recruitment Rules, 2003, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Technical Officer, in the BCG Vaccine Laboratory, Guindy, Chennai, Ministry of health and Family Welfare, namely:-

1. Short title and commencement

(1) These rules may be called the Ministry of Health and Family Welfare, BCG Vaccine Laboratory, Guindy, Chennai, Assistant Technical Officer (Group ‘B’ Post) Recruitment Rules, 2021.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix

The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

Promotion: Technical Supervisor with six years regular service in level-5 in the pay matrix (Rs 29,200- 92,300) and having B. Sc. Degree in Microbiology or Biochemistry or Biotechnology or Immunology or Life Science or B. Tech in Biotechnology from a recognised University or institute and having two to four weeks mandatory training in the relevant field as proposed by the department. Note 1: The existing regular incumbents in the feeder grade i.e; technical supervisor possessing Bachelor of Science in any subject from recognised University or institute on the date of notification of these rules shall also be eligible for consideration of promotion. Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior would also by considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.Group ‘B’ Departmental Promotion Committee (for considering promotion) consisting of : 1.
