Sub.: Amendment No. 04- amendment to Para’s 810.1 & 810.4 of IRVM-2018

Ministry of Railways (Railway Board) have decided to amend Indian Railway Vigilance Manual (2018 edition) by way of modification/addition/deletion. The changes made are enclosed for information and necessary action.

Amendment No. 04

Indian Railways Vigilance Manual-2018

Para 810.1 stands amended as:

810.1 Zonal Vigilance puts up CVC/CVO’s first stage advice to General Manager for acceptance or otherwise for cases where the first stage advice varies with that of provisional recommendations of GM (before forwarding the case for first stage advice). In other cases, zonal vigilance forwards CVC/CVO’s 1st stage advice in respect of Gazetted officers to Dy.CPO/Gaz. along with draft charge sheet. Draft charge sheet for major penalty should accompany authenticated copies of Relied Upon Documents (RUDs). In the case of administrative actions, draft of show cause notice (SCN) or draft counseling memo should be sent along with 1st stage advice.
Para 810.4 stands amended as

DA records his speaking order on the charges, in the case of minor penalty charge sheet. In the case of major penalty charge sheet, DA remits the case for oral enquiry or if he differs with CVC’s 1st Stage advice, he records his provisional views on Vigilance file, for second stage advice of CVC/CVO. Cases of second stage advice are advised to SDGM for sending them to Railway Board.
