Subject: Restrictions on booking and transmission of Unregistered Second Class mail destined to Delhi and Maharashtra Circle — reg.

The Governments of NCT of Delhi and Maharashtra have imposed a strict lockdown to deal with the Covid-19 crisis. The lockdown orders also include restrictions on the staff attendance.

2. In view of the above, the situation of mail operations in Delhi and Maharashtra Circles have been reviewed and the followings have been decided:

a) Circles will not dispatch Second-Class Unregistered mail bags to Delhi/Maharashtra Circles till 1st May, 2021 with immediate effect. These bags will be kept in deposit at the respective processing hubs or Transit Mail Offices (TMOs), as the case may be.

b) Circles to suspend the booking/posting of Second-Class Unregistered mail destined for Delhi and Maharashtra Circles. However, in case of any difficulty in not accepting the Second Class mail for Delhi and Maharashtra in view of pre payment franking/lack of advance intimation to printer/ publisher etc., booking of such mail may be accepted but should be kept in deposit at the origin station till 1st May, 2021. In all such cases, the possibility of delay in delivery due to Covid-19 situation should be intimated to the senders at the time of posting.

c) Circles will not route the forward bags containing Unregistered Second class mail through TMOs in Delhi and Maharashtra. In the absence of other alternative arrangement, these forward bags should be kept in deposit at the respective processing hubs or Transit Mail Offices (TMOs), as the case may be, till 1st May, 2021.

3. Besides, in view of the prevailing situation, Circles are also requested to prioritize processing and delivery of Speed Post, Registered and other accountable mail.
