Sub: Mandatory Utilization of Network of BSNL and MTNL – reg.
I am directed to forward herewith a copy of D.O. No. 2-11/2020-E.B.-I dated 26.10.2020 of the Chairman & Managing Director, Bharat Sanchaar Nigam Limited (BSNL) on the subject matter referred to above, along with its enclosures, for information and necessary action at your end.

BSNL a wholly owned Government of India Enterprise, has been the trusted provider of all types of telecom services across the country, earlier as an erstwhile Department of Telecom and later on as BSNL Since BSNL s network spreads all across the country. It is strategically positioned to provide all telecom requirements of any organization at the competitive prices/tariffs.
Recognising the strategic importance of BSNL/MTNL Union Cabinet has approved the mandatory utilization of network of BSNL and MTNL by all Ministries/ Departments of Government of lndia /CPSEs/Central Autonomous Bodies conveyed vide DoT office memorandum no 19-1/2019-SU-I dated 12.10 2020 (copy enclosed). Further, all Ministries/ Departments have also been requested to issue necessary instructions including to CPSEs/Central Autonomous Organizations under their control for mandatory utilization of BSNL/MTNL network for internet/broadband landline and leased line requirements.
In view of the above decision of Union Cabinet, it is requested to kindly issue necessary instructions in your Department to CPSE/ other institutions under your control for mandatory utilization of BSNL/MTNL services for placing direct orders on nomination basis for their telecom requirements.
