Authorization of RBI employees & others to access Protected System of RTGS, NEFT, e-Kuber

NOTIFICATION
New Delhi, the 7th September, 2020

G.S.R. 549(E).-In exercise of the powers conferred by sub-section (1) of section 70 of the Information Technology Act, 2000 (21 of 2000), the Central Government hereby declares the Real Time Gross Settlement (RTGS), the National Electronic Funds Transfer (NEFT) and e-Kuber (Core Banking Solution) of the Reserve Bank of India with their associated Infrastructure dependencies installed at the Reserve Bank of India to be protected system for the purpose of the said Act.

2. The following personnel shall be authorised to access the protected system as per sub-section (2) of section 70 of the aforesaid Act :-

(a) Designated Reserve Bank of India employees authorised by Head of Reserve Bank of India to access the protected system;
(b) Reserve Bank of India authorised team members of contractual Managed Service Provider or third-party vendor(s), if any, who have been given need-based access; and
(c) External consultants, regulators, government officials, auditors and stakeholders authorised by Reserve Bank of India on a case to case basis.

3. This notification shall come into force on the date of its publication in the Official Gazette.
