Subject: Clarification on regularization of absence during COVID-19 epidemic lockdown period-regarding.
The undersigned is directed to forward DoPT OM No. 14029/5/2019- Estt.(L)(Pt.2) dated 28.07.2020 issuing clarification on regularization of absence during COVID-19 epidemic lock down period. All the administrative Ministries/Departments are requested to bring the aforesaid OM to the notice of CPSEs under their administrative control for necessary action and compliance.

I wish to submit that my wife is a teacher in Delhi Administration School. My son is suffering from Covid-19. The whole family was in Home Isolation since 11.09.2020 till 27.09.2020 by the order of District Magistrate.
I am in Government job and my another son is also in the government job. Both have been exempted during this period due to the order of home isolation. We are working from home. However my wife is forced to be on H P L / E L during this whole period (11.09.2020 to 27.09.2020 ) by the H O S. She is working from home and taking all her classes online as usual during this period. Moreover, there is a circulation by D O P T dated 19th May 2020 exempting the Persons with Disabilities form the Roster duty (my wife belongs to P.H. category).
I want to know that for the period of Home isolation which type of leave in the Delhi Administration Schools should be applied. Should the H P L be imposed for the whole period of 17 days, or Leave be applied only to those days for which H O S has asked her to be in the school during the above said Home Isolation period, or no H P L/ Leave be applied due to the Order of Home Isolation by the District Magistrate?
This is my humble request to you to clarify my above mentioned query as early as possible. I shall be highly thankful to you for this.

In my knowledge your wife should apply E.L. as per there rul because the period of leave is not in the Lockdown. Since your son is working, sovhe is not dependent of both of you as per rules. In view of this pandemic disease related to other person and also enclosing the Magistrate order, she has to write a letter to her Head of Ministry through proper channel explains as a special case allow the permission also adding her age (if more than 50 years and above) exception for her absence of duty.. Also add that during the period she had attended on line classes with dates and times and in the P.H. category she should clear the doubts of faculties in any time. This is my suggestion.
