Sub: Issue of Medical Identity Cards – Uniformity and renewal

Ref: Railway Board letter No. 2018/Trans.cell/Health/Medical cards Dated 08.06.2018.

As per Railway Board’s letter cited above, a plastic based Medical Identity Card in the size of a Bank debit card has to be issued to all serving/retiring employees. A copy of the above letter is enclosed for information and guidance.

Accordingly it has been decided to issue a plastic based Multipurpose Smart Card, which shall replace the erstwhile Pensioner’s ID card, PRCP card and RELHS card.

Therefore, the Multi-purpose smart card may be formulated and issued with a unique alpha-numeric 12 digit number e.g., SR180601000 depicting the Zone, year, Admn. Unit, 4 digit running number with different colored strips on the top of the card as under:

  1. Serving employee                                       Yellow
  2. Dependents of serving employee           Maroon
  3. Retired employee                                      Green
  4. Dependents of retired employee            Blue

The same card number which is issued to the retired/serving employees may be given to the dependents, suffixed by ‘S’ for Spouse; ‘C1, C2, C3’ for Children, and ‘M’ for Widowed mother.

The level of entitlement of medical facilities of serving/retired employees, and their dependents should be indicated on the card.

Medical Identity Card for beneficiaries upto the age of 15 years, should be made /and for 5 years, after which these cards should be renewed. For beneficiaries issued above the age of-15 years, the Medical Identity Card should be renewed on attaining the age of 40 ears and at the time of retirement.

The pattern of the 4 types of cards with relevant details is enclosed. The issue of Multipurpose Smart Card to retiring employees shall be dealt by Settlement section and issue of this card to serving employees shall be dealt by the cadre section concerned.

This has the approval of PCPO.
