Sub: Grant of PCO Allowance to the staff of production control Organizations on India Railways-reg.

Ref: (i) Railway Board’s letter No.E(P&A)I-2008/SP-1/WS-4 dated 06-02-2009 & 23-04-2009

(ii) Railway Board’s letter No.2008/M(W)/814/38 dated 23-02-2010 & 27-07-2010.

(iii) Railway Board’s letter No.E(P&A)I-2017/SP-1/WS-1 dated 30-08-2017

(iv) NFIR’s letter No.I/5(g)/Part VI dated 24-11-2017.

Kind attention of Railway Board is invited to NFIR’s letter of even no. dated 24-11-2017 (copy enclosed)

Federation also invites Railway Board’s attention to the clarification instructions issued vide Board’s letter dated 23-02-2010 (Clarification issued on Item No. iv) clearly states that the incentive payment should be decided on the basis of the post/designation held by the employee. while this clarification is in vogue since several years, the Railway Board’s decision vide letter dated 30-08-2017 restricting the payment of PCO Allowance at the revised rates to the SSEs in Level 7 in the 7th CPC Pay Matrix at the rate of 6% of Basic Pay and non-supervisory staff/junior Engineers upto Level 6 in the pay Matrix @ 12% of Basic Pay is unjustified. All those SSEs and JEs working in the production control organizations are required to be allowed payment of PCO Allowance irrespective of their pay level as the said payment has been decided on the basis of post/designation held by the employee. Attention is also invited to “Second Clarification” issued by Railway Board vide letter dated 27-07-2010 for kind appreciation.

NFIR, therefore, requests the Railway Board to expedite action for restoring the PCO Allowance with retrospective effect to SSEs and JEs in terms of Board’s clarification issued vide letter dated 23-02-2010 and 27-07-2010
