Sub: Physical fitness of Track Maintainers for employment in Track Maintenance — reg.
Ref: (i) Railway Board’s letter No.2016/CE-1/GNS/Misc/5 dated 03/01/2017 addressed to PCEs of All Indian Railways.
(ii) NFIR’ s letter No. 1V/Committee/Track Maintainer/2010-Pt. III dated 09/02/2017.

Further to NFIR’ s letter dated 09/02/2017 on the subject, Federation places additional suggestions as below for consideration:-
(i) The newly recruited Male/Female Track Maintainers are not imparted any ‘On job’ training though they belong to safety category even though such training is essentially required.
(ii) Induction training for atleast four weeks should be made mandatory for each Track Maintainer and they be imparted training at Training Institutes as well on tracks.
(iii) The induction training should include usage of all P. Way instruments/gadgets, Track Machines etc., knowledge on tracks, crossings and track related matters.
(iv) Regular refresher courses of two weeks duration be arranged for each Track Maintainer after an interval of 3 or 5 years service.
(v) Adequate facilities in the Zonal Training Institutes eg Hostel etc., should be developed on priority for imparting training.
(vi) Additional P. Way instructors (preferably SSEs) be deployed for giving training to the Track Maintainers.
Federation requests the Railway Board to consider suggestions placed above which may enhance performance quality and safety standards. Railway Board’s attention is also invited to NFIRs PNM agenda Item No. 4/2017 sent to Railway Board on 20/02/2017 for taking necessary action on all issues.
