Federation invites the kind attention of the Board (CRB) to the minutes of full Board meeting held with the Federations on 07/02/2014, 01/10/2015 & 04/02/2016 on various issues including that of reiteration of instructions to the GMs to engage Act Apprentices against safety vacancies in exigency of service. The said issue was also discussed in the Fast Track Committee meetings wherein it was agreed to reiterate instructions to the GMs to facilitate engagement of Course Completed Act Apprentices against safety vacancies as substitutes.
Federation is constrained to bring to the notice of CRB that while Railway Board have not acted on agreed decision in the formal meetings, instructions have however, been issued vide letter No. E(NG)II/2016/RR-1/8 dated 21/06/2016 reserving 20% of vacancies exclusively to be filled by Railway Act Apprentices through RRC in GP 1800/- (6th CPC)/7th CPC pay Level 1. The Federation had expressed its disappointment over Railway Board’s arbitrary decision vide NFIR’ s letters dated 23/08 and 07/12/2016 and requested to see that the commitment given in the Fast Track Committee meeting is implemented.
While the matter thus stands, the Railway Board’s letter dated 12/04/2017, withdrawing the powers of General Managers to engage Apprentices in exigency of service, has created deep sense of resentment among the staff in general and the trained Apprentices in particular.
Vide letter No. II/94/Pt. I dated 20th February2 017,NFIR had requested the Railway Board to consider engagement of Course Completed Act Apprentices as substitutes against 20% vacancies of erstwhile Group ‘D’ vacancies,pending regular absorption later on. The Federation is however yet to receive response from Board.
NFIR, therefore, requests the Railway Board (CRB) to kindly get the matter reviewed for allowing GMs to engage Act Apprentices against 20% vacancies in GP 1800/- (VI CPC)/Pay Level 1.
