DELAY IN OFC-BASED NETWORK FOR DEFENCE SERVICES

2602. DR. R. LAKSHMANAN:

Will the Minister of COMMUNICATIONS be pleased to state:

(a)     whether it is a fact that OFC-based network for Defence Services is witnessing considerable time and cost overrun due to one reason or the other, if so, the reasons for the delay; and

(b)     whether Government has formulated any strategy to complete the work in a time-bound manner for putting an effective communication network in place, if so, the details thereof?

 (a) & (b)      OFC based network for Defence Services has two components:

• Laying of Optical Fibre Cable (OFC).
• Procurement and installation of equipments.

The project is being executed by BSNL.  As per tenders for OFC, the tendered cost is more than the estimated cost.  Similarly, for tenders issued for equipments, the tendered amount is more than the estimated cost.  Thus, there will be cost overrun for the project.

The time overrun has occurred due to numerous reasons, such as:

• Delay in Right of Way (RoW) approval from State and Central Government and their agencies.
• Limitation of working season in mountainous areas, due to snow cover and weather conditions etc.
• Law and order situation in Jammu & Kashmir state and some North Eastern states.
• Delays in tender finalisation.
• Court cases by bidding parties.

In order to ensure early completion of project regular meetings are being held by Department of Telecommunications (DoT) with concerned State and Central Government Departments and their agencies.  The bottlenecks and hindrances are sorted out in these co-ordination and monitoring meetings.

क्‍या संचार मंत्री यह बताने की कृपा करेंगे कि:

 

• क्‍या यह सच है कि रक्षा सेवा के लिए ओएफसी आधारित नेटवर्क में किसी न किसी कारणवश समय और लागत में अत्‍यधिक बढ़ोतरी हो रही है यदि हां, तो विलंब के क्‍या कारण हैं; और

 

• क्‍या सरकार ने प्रभावी संचार नेटवर्क को स्‍थापित करने के लिए समयबद्ध ढंग से कार्य पूरा करने हेतु कोई कार्यनीति तैयार की है, यदि हां, तो तत्संबंधी ब्‍यौरा क्‍या है?

(क) और (ख) : रक्षा सेवा के ओएफसी आधारित नेटवर्क के दो मुख्‍य घटक हैं:

 

(i)            ऑप्‍टिकल फाइबर केबल (ओएफसी) बिछाना।

(ii)           उपकरणों का प्रापण एवं संस्‍थापन।

 

इस परियोजना को बीएसएनएल द्वारा क्रियान्‍वित किया जा रहा है। ओएफसी की निविदाओं के अनुसार निविदा लागत अनुमानित लागत से अधिक है। इसी प्रकार, उपकरणों के लिए जारी निविदाओं की निविदा लागत अनुमानित लागत से अधिक है। इस प्रकार परियोजना की लागत में वृद्धि होगी।

 

कई कारणों से विलंब हुआ है जैसे कि:

 

• राज्‍य एवं केन्‍द्र सरकार और उनकी एजेन्‍सियों से मार्गाधिकार अनुमोदन प्राप्‍त करने में विलंब होने से।
• पहाड़ी क्षेत्रों में बर्फ की चादर एवं मौसम की परिस्‍थितियों आदि के कारण कार्य करने का मौसम सीमित होने से।
• जम्‍मू और कश्‍मीर राज्‍य तथा कुछ पूर्वोत्‍तर राज्‍यों में कानून एवं व्‍यवस्‍था की स्‍थिति।
• निविदा को अंतिम रूप देने में विलंब होने से।
• बोली लगाने वाले पक्षों द्वारा न्‍यायालय मामलें।

इस परियोजना के शीघ्र समापन को सुनिश्‍चित करने के लिए दूरसंचार विभाग द्वारा संबंधित राज्‍य एवं केन्‍द्र सरकार के विभागों तथा उनकी एजेन्‍सियों के साथ नियमित बैठकें आयोजित की जा रही हैं। इन समन्‍वय और निगरानी बैठकों में बाधाओं तथा समस्‍याओं का समाधान किया जाता है।
