RESOLUTION
New Delhi, the 25th July, 2016
No. 1-2/2016-IC.— The Seventh Central Pay Commission (Commission) was set up by the Government of India vide Resolution No. 1/1/2013-E.III (A), dated the 28th February, 2014. The period for submission of report by the Commission was extended upto 31st December, 2015 vide Resolution No. 1/1/2013-E.III(A), dated the 8th September, 2015. The Commission, on 19th November, 2015, submitted its Report on the matters covered in its Terms of Reference as specified in the aforesaid Resolution dated the 28th February, 2014.
2. The Government, after consideration, has decided to accept the recommendations of the Commission in respect of the categories of employees covered in its Terms of Reference contained in the aforesaid Resolution dated the 28th February, 2014 in the manner as specified hereinafter.
3. The Government has accepted the Commission’s recommendations on Minimum Pay, Fitment Factor, Index of Rationalisation, Pay Matrices and general recommendations on pay without any material alteration with the following exceptions in Defence Pay Matrix in order to maintain parity in pay with Central Armed Police Forces, namely :-
(i) the Index of Rationalisation of Level 13A (Brigadier) in Defence Pay Matrix may be revised upward from 2.57 to 2.67;
(ii) additional three stages in Levels 12A (Lieutenant Colonel), three stages in Level 13 (Colonel) and two stages in Level 13A (Brigadier) may be added appropriately in the Defence Pay Matrix.

(1) The Pay Matrix, in replacement of the Pay Bands and Grade Pays as in force immediately prior to the notification of this Resolution, shall be as specified in Annexure I in respect of civilian employees.
(2) With regard to fixation of pay of the employee in the new Pay Matrix as on 1st day of January, 2016, the existing pay (Pay in Pay Band plus Grade Pay) in the pre-revised structure as on 31st day of December, 2015 shall be multiplied by a factor of 2.57. The figure so arrived at is to be located in the Level corresponding to employee’s Pay Band and Grade Pay or Pay Scale in the new Pay Matrix. If a Cell identical with the figure so arrived at is available in the appropriate Level, that Cell shall be the revised pay; otherwise the next higher cell in that Level shall be the revised pay of the employee.
(3) After fixation of pay in the appropriate Level as specified in sub-paragraph (2) above, the subsequent increments in the Level shall be at the immediate next Cell in the Level.
5. There shall be two dates for grant of increment namely, 1st January and 1st July of every year, instead of existing date of 1st July; provided that an employee shall be entitled to only one annual increment on either one of these two dates depending on the date of appointment, promotion or grant of financial up-gradation.
6. The Commission’s recommendations and Government’s decision thereon with regard to revised pay structure for civilian employees of the Central Government and personnel of All India Services as specified at Annexure I and the consequent pay fixation therein as specified at Annexure II shall be effective from the 1st day of January, 2016. The arrears on this account shall be paid during the financial year 2016-2017.
7. The recommendations on Allowances (except Dearness Allowance) will be referred to a Committee comprising Finance Secretary and Secretary (Expenditure) as Chairman and Secretaries of Home Affairs, Defence, Health and Family Welfare, Personnel and Training, Posts and Chairman, Railway Board as Members. The Committee will submit its report within a period of four months.
Till a final decision on Allowances is taken based on the recommendations of this Committee, all Allowances will continue to be paid at existing rates in existing pay structure, as if the pay had not been revised with effect from 1st day of January, 2016.
8. The recommendations of the Commission relating to interest bearing Advances as well as interest free Advances have been accepted with the exception that interest free Advances for Medical Treatment, Travelling Allowance for family of deceased, Travelling Allowance on tour or transfer and Leave Travel Concession shall be retained.
9. The recommendations of the Commission for increase in rates of monthly contribution towards Central Government Employees Group Insurance Scheme (CGEGIS) for various categories of employees has not been accepted. The existing rates of monthly contribution shall continue. Department of Expenditure and Department of Financial Services will work out a customised group insurance scheme for Central Government employees.
10. The Government has accepted the recommendations of the Commission on upgrading of posts except for those specified at Annexure III. The recommendations on upgradation specified at Annexure III will be separately examined by Department of Personnel and Training for taking a comprehensive view in the matter.
11. The Government has not accepted the recommendations of the Commission on downgrading of posts and normal replacement will be provided in such cases.
12. While revising the pay of Doctors in respect of whom Non Practicing Allowance is admissible and Railway employees in respect of whom Running Allowance is admissible, it will be ensured that the actual raise in pay at the time of initial fixation is about 14.29 percent as recommended by the Commission.
13. The pay of officers posted on deputation under Central Staffing Scheme will be protected and the difference in the pay will be given to them in the form of Personal Pay to be made effective from the date of notification.
14. Recommendations not relating to pay, pension and allowances and other administrative issues specific to Departments/Cadres/Posts will be examined by the Ministries/Departments concerned as per the Allocation of Business Rules or Transaction of Business Rules. Until a decision is taken by the Government on administrative issues pertaining to
(i) Non Functional Upgradation (NFU) presently admissible to the Indian Police Service/Indian Forest Service and Organised Group ‘A’ Services,
(ii) two years’ edge to Indian Administrative Service officers vis-a-vis other All India Services/Organised Group ‘A’ Services in empanelment under Central Staffing Scheme,
(iii) grant of two additional increments at Senior Time Scale, Junior Administrative Grade and Selection Grade to Indian Police Service and Indian Forest Service at par with Indian Administrative Service and Indian Foreign Service
(iv) a uniform retirement age for all ranks in Central Armed Police Forces, where the Commission could not arrive at a consensus, status quo shall be maintained.
15. A Committee of Secretaries comprising Secretaries of Departments of Personnel and Training, Financial Services and Pension and Pensioners’ Welfare will be set up to suggest measures for streamlining the implementation of the National Pension System (NPS).
16. Anomalies Committees will be set up by Department of Personnel and Training to examine individual, post-specific and cadre-specific anomalies arising out of implementation of the recommendations of the Commission.
17. Regarding pay and related issues concerning All India Services, appropriate action will be taken by Department of Personnel and Training to give effect to the decisions on these matters as may be applicable to them.
18. The Government of India wishes to place on record their appreciation of the work done by the Commission.

When will the notification for pensioners be issued. The present notification is related to employees and it has been ordered that they will get salary for August as per 7th pay commission. Pensioners (senior citizens) should also be paid pensions for Aug as per 7th pay commission.

I already told that there are many unnecessary posts and they do not have any work. How they get very good grading in APAR. Such posts have an option to get bench
Mark that buttering to/with their initiating officer. It is quite wrong. If any body does not get increment/MACP, there may be arised legal complications. Govt should be responsible for this.

There are neutral/unnecessary posts in Defence/Central Police Organizations. They receive pay 10 times than their out put in comparison to private service I.e. Barbers, Sweepers, Tailors, some medical staff, Washermen, Cobbler and many more. Govt should identify such posts whether they are required to be appointed in Govt service or otherwise? It is ashamed to inform that one sr Barber is paid an average of rs. 650/_ per head per month if he is receives salary rs. 45000/_ pm (except CEA/med claims etc) in CPO Battalions. Is it genuine to appoint such posts with such high salaries. This type of payments hamper budget of govt for which genuine posts should have to lift loss. Govt provides all facilities/budget for medicines/ accommodation(wards) for patients but when we go to doctor for treatment, most of doctors in CPMF simply refers to civil hospitals because they are not specialists. Why does not govt think that these doctors should be sent for civil hospitals for their practice & they should be atleast kept there for 4/5 years either on deputation or temp duty. So that govt paying rs.200000/_ per doctor does not go in vain. This also effect on govt budget.

Its not CPC, Report is a Scrap Document, CG Employees churned within political aspiration of Cong. & BJP. If Cong.in 2014 have had made DP or given Interim Relief, could have been much better. At Present CPC should have been formed. Reforms are necessary, but not at the cost of guillotine CG Employees. Its a myth that CG Employees doesn’t work, they are the only working for the country & paying huge sum as Income Tax.
For BJP(NDA) Govt. open up their eyes & sense the alarm, may affect adversely to them in coming times.

What about the bunching if all the employees getting minimum of the scale whether appointed in 2007 or 2008 or 2009 or new appointment on the post of AAO as getting 4800 grade pay with UDC Basic pay now all are cming at same level of 47600. Atleast a mention should have been made that separate notification would follow about pensioners so that this kind of. Hue and cry and mounting tension for the old hearts could have been avoided especially for the seniors of grade one whose pension by applying 2.57 formula generally,in this present approved pay scales, would be less than 50% of minimum of the new pay scale. Let us hope that orders are under issue and brothern pensioners would hppily get revised pension with arrears in September.

The Gazette is a deviation from the pay body’s proposals, even while admitting that the proposals are accepted. For example, the fitment factor suggested by the pay body is different for different categories. Its 2.67 for PB3 and 2.72 for JS level officers. But, the Gazette applies 2.57 across board. This will result in a great loss of pay for many. Secondly, the Gazette says the pay after increment, is the next immediate cell! What is the pay goes beyond next immediate cell after increment? Still, it will be next immediate cell. In that case, the increment will be less than 3%. 6th Pay com recommended that pay be rounded off to the nearest 10 after increment and left the pay open. The 7th pay com visualised bunching of cells for pay fixation following increment. The Gazette does not talk about that, but simply says next immediate cell.

NO mention about pensioners.The paper reports are misunderstood facts . for ex. Rs.7000/= min. + 125% existing DA as on 1.1.2016, WHICH AMOUNTS TO A TOTAL PAY OF 15750/=.Now the minimum pay fixed is 18000 /= so the exact increase in pay would be 2250 only. similar calculation for other grades also including up to cabinet secy. level. Banking and other sectors gets hike once in 5 yrs, and got 15% hike from 2012 and are due for another hike in 2017. Wheras CG employees will get another revision only in 2026 and that too there is no mention in the notification’

The notification on 7th CPC doesn’t mention anything about the revision of pension.It is not clear whether the pensioners will also get revised pension from August 2016. Whether latest OROP revision scale will be considered for calculation of revised pension. Please clarify.

I hope reg pensioners separate orders are under issue. Now that option provided to pensioners is kept pending govt has to include the clause to the effect that the pension arrived by applying fitness factor is to be raised to 50% of the minimum of new(revised)basic pay of the post held by the pensioner at the time of retirement to avoid hardship to pensioners. Such orders were given in earler occasoins also.

After 10 years the increase in salary, though it is not easy to calculate,is not satisfactory at all. Increase during the period in MNC/ private firm has been 3 to 4 times. I think for pensioners separate order will be issued by pension division of Pension Department.

increase in salary, though it is not very easy to calculate , is not satisfactory at all. During this period MNC/ private sectors hike is at least 3 to 4 times. I think for pensioners separate order will be issued by pension division of Deptt. of Pension.

It is really pathetic that the grade pay, status of the CLA’s of Indian Railways not upgraded.CLA’s who served in the cadre for 15 to 20 years with Master’s degree in Law and total service of more than 3 decades retired in Grade pay of Rs.4600 .Hope that the Government consider the most neglected cadre.

There is not a single word dediated to the pensioners case. Its not the question about mere hike or decrease in monthly pension but acceptance or rejection of other recomnendations regarding enhancement in gratuity from ₹ 10.00 L to 20.00 L and alike. Why such half baked notification has been issued half hazardly by GoI is an unanswered question needs to replied suitably asap.

Para 4 (2) of 7 CPC notification states that the pay fixation in the new pay matrix as on 1st January 2016 will be done by multiply a factor of 2.57 with the existing pay (Pay in band + grade pay) in the pre-revised structure as on 31st Dec 2015. At the same time in Annexure II Pt I column no 5, Government has accepted that revised pay will be fixed in the manner laid down in Paras 5.1.28 and 5.1.29 of the 7th CPC report. Para 5.1.28 of 7th CPC states that the fitment of each employee in the new pay matrix is proposed to be done by multiplying his / her basic pay on the date of implementation by a factor of 2.57. Since the date of implementation is 01 Jan 2016 the revised pay should be calculated with the existing pay as on 01 Jan 2016. Otherwise I feel that the employees who got promotion / MACP w.e.f 01 Jan 16 will be in huge financial loss. For example Let ‘A’ s pay in band as on 31 Dec 2015 is 12840 and grade pay is 2800 and he promoted / got MACP w.e.f 01 Jan 2016 in pay band 2 with grade pay 4200. Then his existing pay as on 31 Dec 2015 is 15640 and as on 01 Jan 2016 it will be 12840 + (15640 x 3%) + 4200 i.e 17510. As per Para 4(2) of notification his revised pay as on 01 Jan 2016 will be 15640 (existing pay as on 31 Dec 2015) x 2.57 = 40194 i.e 40400 (Level 5 index 12) whereas as per 7th CPC Report Para 5.1.28 his revised pay will be 17510 (existing pay as on 01 Jan 2016) x 2.57 = 45000 i.e 45400 (Level 5 index 16). The difference is 45400 – 40194 = 5206. Please clarify as I am also not a financial expert.

The pay of Brigadier has been raised upward from 2.57 to 2.67. The same should also be made applicable to all DIGPs owing to the reason that rank structure of Brigadier is equvilent to DIGP.

What will be the seventh pay commission scale for the employee who had worked in the last post held by him and had earned say 5 increments in the old grade is not clear. If 5 increment are given as per matrix table of seventh pay commission it tent amounts to have given the new scale with retrospective effect and not from Jan 2016, This requires clarification by example

There is no difference in civil and defense forces specially PBORs just calculate your pension multiple of 2.57 be happy and ready for 24×7 days work and always be alert & keep your morale always high. There is no any word found in notification about soldiers except col, brigadier & above .

Govt is not worried about non- gazetted rank, who hardly gets one promotion in 30 years. Create a rank in hearchy of grade pay if u can’t pay rank grade pay after 10, 20 & 30 years. At least some relief & justification for not getting promoted as well as scale after long service, even with ‘OS’ grading. Why stopping personnel from getting increments just because he is not given VG by his boss for many reasons in explained for.

Worse than worst pay commission report in history of Independent India. No consideration for cadres with non-linear hierarchy and issues concerning MACP faced by these cadres left unaddressed which is lingering since implementation of last Pay Commission. I failed to understand meaning of – “In the new Pay Matrix, the employee will move to immediate next Level in hierarchy” in recommendation of Pay Commission regarding MACP (MACP will continue to be administered at 10, 20 and 30 years as before. In the new Pay Matrix, the employee will move to immediate next Level in hierarchy. Fixation of pay will follow the same principle as that for a regular promotion in the Pay Matrix. MACPS will continue to be applicable to all employees up to Higher Administrative Grade (HAG) level except members of Organised Group ‘A’ Services. (Para 5.1.44 of the Report). May I request experts of English, meaning of “next level in hierarchy”.

AT last, elephant delivered a rat. All the unions should ashamed since the important point of Minimum pay and fixation factor stands the same. Then what was the reason for withdrawing the all India strike from 11.07.2016. It is all cheating to the serving employees and pensioners. All official bearers of the so called unions are getting good treatment at Govt level. In the case of Sri Purohit, former leader was sent to USA for medical treatment. How many Group B &C employees getting treatment in USA? That is the matter to think by all. I am not writing more about our union leaders viz: Shiva gopal Misra, M Raghavaiah, KKN Kuty, C Sreekumar M Krishnan it goes like that.
I read in the terms conditions on appointing 7th cpc pensioners matters were also referred to. But now in the notification not even a word. Kindly remember that tomorrow you are also have to join in the rank of pensioners.

It is an injustice with the pensioners that the govt, has not issued any order for calculation and payment of pension as in the case of working employees. It clearly shows an step motherly treatment with pensioners. The are also human beings as the working employees. Secretary has been given the same multification factor of 2.81 recommended by the 7 cpc. However, the multification factor of Asstt has been reduced from 2.62 to 2.57 and SO from 2.67 to 2.57 which is not fair

Ridiculous notification, what kind of notification is this? Why is govt. not giving HRA? Does no change is TA and HRA means that committee can decrease it too? We were supposed to fight for an increase in HRA. So why 24 percent HRA is not been given now. This Government is totally anti-employee and union leaders has been bought.
