Dear Comrades,

As there had been no response from the Government to our communication dated 2nd May, 2016, we decided to seek an appointment with the Cabinet Secretary. Accordingly a delegation consisting of the following members of the NJCA met Cabinet Secretary, Shrl P.K. Sinha on 26. May 2016.

From the discussions, it appears that, the Empowered Committee has made up their mind to recommend to the Govemment a slight increase in the Minimum Wage. No indication was however given as to the consequential revision of the Fitment Formula and Pay Matrix. There had also not been any hint about the need to restore the percentage of the HRA, which the 7th CPC has recommended for reduction. On Advances and Allowances, abolished, the Government might be advised to setup a committee to go into the matter and make suggestions. In the matter of the New Contributory Pension Scheme also, the Govemment might refer the demand to a committee.

On the question of pension benefit to the retired personnel, who are covered by the defined benefit pension scheme, the Cabinet secretary indicated that, both the Department of Pension and Defence Ministry were of the firm view that the first option recommended by the 7th CPC to bring about the parity with the past pensioners being infeasible and impracticable (due to the non-availability of the requisite records) might not be accepted and acted upon.

Surprised over this development, the delegation requested for an official formal meeting of the Standing Committee so that the considered views of the Staff Side could be presented. The delegation informed to the Cabinet Secretary that, non-acceptance of the recommendation of the 7th CPC in the case of pensioners will be extremely disappointing for them and will give rise to avoidable discontent. The Cabinet Secretary suggested to the Staff Side to reach out to the Department of Pension and Ministry of Defence in’ the matter. So far he is concemed; he is an open minded on this subject, provided it is workable.

The National JCA will meet on 3rd June 2016 at New Delhi to consider these developments and take appropriate decision.

    I am working in Animal Husbandry, Dairying and Fishering as a laboratory assistant on promotion from laboratory attendant. After promotion I didn’t get any financial benefits even though higher responsibility post. My pay grade Rs. 1900/- and pay Rs. 9500/- ( August’2014). Pl. Inform me whether 7th cpc will help me in financial benefit. How much grade pay will I get? Any promotional financial benefit ..

    1/3rd pension basic is Rs.3500 from 6th pay commission, after commutation of 2/3rd pension w.e.f. 1993.
    I retired in 1990.
    What is my revised pension basic, as per 7th pay commission.
    Total pension w.e.f. 1/1/2006.

    Sir, combcombatants of indian army posted as over and above did not get CILQ (normal and outliving) as per policy they gets only FAFA. The points has been noted in 7th CPC or not. If noted thenc7th CPC changed any rule for the same.

    Sir, I was joined in Central Govt. service on 01-12-1987 as Group”D” employee I was promoted as L.D.Clerk on 01-04-2005 through departmental examination. But, my pay was not enhanced. However my fellow Group ‘D’ employee joined on the same date is being drawn as much as I was drawing. However only Rs. 10/- was enhanced on the basic pay and grade pay is the same. Then, whereI got promotional benefits. Further in Andhra Pradesh and Telangana states enhances their staff salary by 42% and 43% but the Central Government is not able to enhance their employees pay.     I am working in animal husbandry dairying & fisheries, government of India, as laboratory assistant in grade pay Rs.1900/- after promotion by the post laboratory attendent w.e.f Aug’2014. Kindly informe me whether grade pay has raised in 7th cpc and how much ? Now my pay is Rs.9500/-.

    These are the tricks babus have to play to execute Govt instructions particularly to delay implementation.
    A bird in hand is equal to not but more than nine in the bush. I am happy that ESM have received partial OROP and at this rate pension will continue. Something is better than nothing.
    God is justifying against ill motive of MODI SARKAR to keep the Balance Balanced.

    Full parity demand has been there for long time and denied by successive pay commissions and only 7cpc accepted the same. If not accepted by the ECoS, it would be a great injustice to the pensioner community.

    Sir, any demand of AIDEF,AIRF SHOULD NOT BE CONSIDERED BY GOVERNMENT. ABOLISH GRADE STRUCTURE IN ORDINANCE FACTORIES IN MINISTRY OF DEFENCE AND RAILWAY KINDLY SET UP DEPARTMENT ANOMALY COMMITTEE ,ALLOW ALL ANOMALIES ARISING OUT OF 7TH CPC TO BE SOLVED IN DEPARTMENT ITSELF.

    The 7th CPC will serve no purpose unless and untill the proposal of promotion in heirarchy is reintigrated which was taken away by the congress govt. in 6th CPC.

    MACP holder should get rank as per their grade pay Morever retirement age should be as per rank in all services.

    The Point what has been pointed out is all about the fact that all service records may not be available at one place.This attributable to distant factor,which may lead to minimum possible delay.This has to be taken care of by Pension Ministry….Point Number A Common Format represented by Free Services by Retired Pensioners have been sought for,for consideration by Appointing Authorities.<Point NumberPoint Number may not be mixed up with the format relating to reemployment while the New Format reaches the appropriate forum for consideration…The three key points if examined favourably,the changes will remain for ever for next ten years.Point Number signed copy of orders of implementation is the only source document required to determine the eligibility criteria 9791186182(R)slakshmanrao3@gmail.com
