Subject: Constitution of Empowered Committee of Secretaries for processing the Report of the Seventh Central Pay Commission
It has been decided with the approval of the Cabinet to set up an Empowered Committee of Secretaries to process the recommendations of the Seventh Central Pay Commission The Committee will have the following members
1. | Cabinet Secretary | – Chairman |
2. | Finance Secretary/Secretary (Expenditure) | – Member |
3. | Secretary, Department of Personnel & Training | Member |
4. | Secretary, Department of Pension & PW | – Member |
5. | Secretary, Ministry of Home Affairs | – Member |
6. | Secretary, Ministry of Defence | – Member |
7. | Secretary, Department of Revenue | – Member |
8. | Secretary, Department of Posts | – Member |
9. | Secretary, Department of Health | – Member |
10. | Secretary, Department of Science & Technology | – Member |
11. | Chairman, Railway Board | – Member |
12. | Deputy Comptroller & Auditor General | – Member |
13. | Secretary (Security), Cabinet Secretariat | – Member |
2. The Committee may co-opt any other Secretary, whenever found necessary.
3. The Empowered Committee will function as a Screening Committee to screen the recommendations of the Commission after taking into account the views of the concerned stakeholders, viz, the Ministries/Departments, Staff Associations and the JCM, so as to firm up the final conclusions for approval of the Cabinet.
4. The Implementation Cell created in the Department of Expenditure shall function as Secretariat for the Empowered Committee of Secretaries.
5. The final recommendations of the Empowered Committee of Secretaries will be submitted for approval of the Cabinet.

IN THE 7CPC REPORT IT HAS BEEN STATED THAT THERE WILL BE HIKE OF 24% FOR THE PENSIONERS BUT IN SOME CASES (INCLUDING MY CASE) THE HIKE IS ONLY 17.30%. I THINK THIS 24% HIKE IS OVERALL HIKE FOR THE PENSIONERS. GOVT. SHOULD ENSURE THAT A MINIMUM HIKE OF 24% IS GIVEN TO EACH OF THE PENSIONERS.

The stenographer cadre in the field units are the deprived lot. There is an urgent need for Parity of stenographers and Pvt. Secretaries working in field units of Indian Railways on par with the Rly.Board based on the recommendations given by the 6th PC and also 7th PC. Pray for justice for the unsung heros of Field units Pvt Secretary/stenographers .

Directives on implementation of various recommendations should unlike the sixth CPC be unambiguous so that unnecessary work can be avoided. Government may consider adopting a Member from Indian Audit & Accounts Department to assist the Committee on such aspects.

Govt have to have broad vision while award /implement pay commission and the implementation should bring enthusiasm to carry forward the duties and responsibility with high morale but the retrograde award will not reward nothing to the new govt. However, still enough time is there to take corrective measure to rectify and award best commission for the best int rest of CG employees. The following item may consider
1) Change in Multiplication factor
2) Minimum 4 promotion
3) Enhance the minimum salary
4) Introduction of required allowances

How many more committees are required to implement PC? They took more than 18 months for report, unnecessarily extended time till December but still govt do not want to implement on due date. Govt want employees to finish job on time but it does not want to implement PC on time. Very very frustrating. It will be implemented on time only when MPs salaries are also linked to Pay commission report. It appears it wants more of Delhi, Bihar lessons.

Without fixing the time limit for the Committee, how anyone can expect the 7th CPC would be implemented soon. For 7th CPC itself the time limit was fixed.

there is no date/period given in the letter regarding the setting up of empowered committee. they can three years to submit. next govt will come and face the music of CG staff. the present govt can enjoy till then.

Its all defence civil employees request is that taking views from Njcm is spoiling CPC benefits to employees.’its true that no time limit has been given, this shows government attitude towards Central government employees. Taking views from the association, Njcm is only time killing process.

Govt orders for constitution of empowered secretaries for processing of the 7th CPC report is welcome though belated.No time limit for submission of its report hasbeen prescribed.why so one wonders.30 days shd be sufficien for the purpose unless they differ vastly and try to justify their stand
