Expected Dates for 7th pay commission Report
Comrades,
There are lot of enquiries about the 7th CPC report submission. Let us examine the following facts.
1) The 7th CPC had issued following statement in July 2015 in its website http://7cpc.india.gov.in/ . Even today the same status is existing.
“Further to the memorandum received from a variety of Organisations, Federations, Groups representing civil employees in the Government of India as also from the Defence Services, the Commission has had fruitful and wide ranging discussions on relevant issues with all stakeholders. Such interactions have now been concluded. Valuable inputs have been received and the work of compilation and finalization of the report is underway, so that the Commission completes its task in the time frame given to it. Accordingly, any future requests for meeting with the Commission will not be entertained.”
This shows clearly that the 7th CPC wanted to present its report on 28th August 2015 itself with no extension of time.
2) On August 7, 2015 National Council (Staff Side) Secretary Comrade Shiva Gopal Mishraji met the Chairman, Seventh Central Pay Commission, Shri Ashok Kumar Mathur and Secretary, Mrs. Meena Agarwal. It was assumed that the report of the VII CPC, as was promised for 28th August this year, may be delayed by one month.
This shows that the 7th CPC was delayed only one month..
3) Many news papers including Danik Bhaskar, Times of India, NDTV CNN IBN, Hindu etc had reported that the 7th CPC will be submitting its report on 30th September 2015 itself.
4) The 7th CPC chairman had informed in a PTI interview Justice Ashok Kumar Mathurji had stated that “The Commission will submit its report by the end of September,”
5) The Hon’able Finance Minister had also informed the 7th CPC report will be submitted shortly.
6) The 7th Pay Commission has asked for a two month extension from the government. That the Commission is hoping that the government would take a call on One Rank One Pension, so they could modulate their own formulation in terms of pay revision. Now the one rank one pension issue has been resolved, but the formal orders are not issued, it will be issued only next month. After the issue of the OROP orders then 7th Pay Commission will submit its report.
7) Now four month extension of term of 7th Central Pay Commission is made the Union Cabinet chaired by the Hon’able Prime Minister, gave its approval for the extension of the term of the 7th Central Pay Commission by four months up to 31.12.2015. The Government had issued notification on 8th September “The Commission will make its recommendations by 31st December, 2015. It may consider, if necessary, sending reports on any of the matters as and when the recommendations are finalized.”
8) Now the delay in submission of report and its implementation will be there and actual benefit of 7th CPC will occur only from April 2016. As Government will constitute its own committee to study the implementation of the 7th CPC report and issuing orders. It will benefit the Government as allowances effective date may be from April 2016 instead of January 2016.
9) When will the 7th CPC submit its report? There are three possibilities now on submission date.
a) If the 7th CPC feels that the assigned work has been completed it can submit its report any time, it’s only up to the 7th CPC and the Central Government. If the 7th CPC report is completed and ready for release as per paper reports then in these case the 7th CPC can directly submit its report to the Finance Ministry on 30th September without publishing the report in public due to Bihar elections. If election commission gives clearance then the 7th CPC report will be made public.
b) There is one more possibility is that the 7th CPC report will be submitted after Bihar elections ie after November 6th.
c) Last option is that report will be submitted only in December 2015 only.
We sincerely hope the 7th CPC report will be submitted at the earliest and the Central Government will implement the report at the earliest, so that the aspiration of the Central Government employees are taken care by the Central Government.

Everyone is very much hopeful with 7CPC and thinking that this govt will declare better pay commission then past govt. Simultaneously it is also needed to increase more salary in average to other ranks people like sepoy to havildar or constable to havildar because they r the real fighter, person of more stressed with less wages as they were also having there family which means every issue importance, also compare role of armed force with other duty so priorities that at top.

the 7th cpc may not submit the report before mid 2016, that is june 2016.the govt has given them 4 moths. now it is the turn of pay commision. they will take 2 extensions of 3 months each and submit by 30/06/2016. the govt may 6 months toreview it. so by by 2017 , they will sat the effective date will be from 1.1.2017. accept all these until 2019 may month. after that throw this BJP govt out of power.

sir, pay commision recomendation of 33 years of service is very good thinking for solving unemployment problem to youths. Who is not satisfy in 33 years of Govt service, i think he is a greedy and he cannot contribution towards progress of country.

7th CPC is appearing to be recommending huge hike in pay and allowances to the top bureaucrats who do not contribute to the proper functioning of the Administration. They flout all instructions, due dates, encourage nepotism etc. They even stoop to accepting bribes for doing their jobs. These can best be observed from the series of circulars, instructions news items relating to the Central Board of Direct Taxes.

The whole nation is waiting to know the pay commission’s report of this new govt because all other govts has fooled specially the minor ranks say constable to havildars with no other income axcept the respect of two months while on leave at his village , he just cannot get a bank loan he cannot admit his child in good school/college he cannot claim a Medical claim (because every thing will be returned with 100’s of observations he is not free to intract with dealing babus apart from that he has to cough up a minum of Rs 500/- p/month for mobile to keep in touch with his family in one word he the under ranks in force not less then a —— with no freedom always be alert on duty for 24 hrs and gets the pay for 8 hrs duty or even less than a civil police constable gets in state while leaving with is family

retirement age 58 years or 33 years of service should be only for new employees joining service after 01.01.2016 because no. of employees have planned their mind for future to retire at the age of 60 years. If age of 58 years or 33 years of service is planned in VIIth pay commission than in my opinion so many employees will get shocked which will effect on BJP sarkar.

Bureaucrats have made sufficient money and are cash rich. Why would they bother whether poor people have means to have even next meal. These parasites are eating nations money and are least bothered about poor people’s misery let alone defence forces. The IAS cadre comes up with new things for others and also for themselves. For Defence these people say one has to look whether enough finance is there to pay for those who sacrifice their lives and don’t have 8000 crores and if that too is to be paid will be paid in 4 instalments. For them they want to increase their salary to 300000 per month making it to rs 14000 per day considering 5 day week. They recommend these things to our so called Politicians who listen to them. This cadre want everything for themselves and don’t want others to get the same and it’s a real pity our politicians listen to these people. There is no dearth of money enough savings have been made by crude prices fall which will continue for next 5 years atleast. Pay of this cadre should be halved as was done in 1973 when pension of defence forces was halved and pay of this cadre was increased two fold. Politicians are stooges in hands of these people and do as guided by these people. Vested interests can be seen by all but govt can not function as they need these people as advisors may GOD help INDIA FROM THESE LEECHES.

It is hoped that the 7th pay commission will not force for the compulsory retirements of those who completed 33 years of service or over the age of 55 or 56. Just because of the reason that early entry in the department need not be a reason for sending them on voluntary retirements. All should be given the opportunity of serving up to the age of 60 irrespective of any factor unless they opt to do so. such of employees are the experienced and it will b unfortunate to send them from services as there will be dependant for them.

People of CPMF below the rank of DIG retire at the age of 57 years, i.e. 3 years less than their counterparts in the civilian cadre, depriving of minimum 3 AGIs, which is a great loss in the pension besides, gratuity and other privileges. As such there is sufficient justification in giving them more than 50% of their last pay drawn as basic pay i.e. to say 60% at least.

In spite of very many court decisions the department of pension and the department of expenditure and revenue are playing hide and seek with pre 2006 retirees indelaying the deletion of prorata reduction of pension.. In the procress they think that they can take the judiciary for a ride.will the honourable prime minister look up and clear the mess?

ANY FURTHER DELAY IN SUBMISSION OF ITS REPORT ON THEPART OF THE 7th CPC IS NOT ACCEPTABLE.THEY HAVE HAD SUFFICIENT TIME FOR THE PURPOSE ALREADY AND THERE IS NO JUSTIFICATION FOR ANY MORE DELAY.THE GOVT SHOULD MAKE IT VERY CLEAR THAT NO REMUNERATION IS PAYABLE TO THE MEMBERS OF THE COMMISSION BEYOND THE TIME LIMIT ALREADY ALLOWED AS IT APPEARS THAT THE DELAY MAY BE FOR EXACTING MORE MONEY FROM THE GOVT.IN FACT THE GOVT WHILE APPOINTING THE COMMISSION AND FIXING A TIME LIMIT SHLOULD MAKE IT CLEAR THAT NO ALLOWANCE IS PAYABLE BEYOND THE TIME FRAME ALREADY FIXED.THE COMMISSION SHOULD NOT TAKE THE GOVT AND ITS EMPLOYEES INCLUDING PENSIONERS FOR GRANTED.

Pension should be minimum 75 percent of minimum of the scale as in most of the countries
