The undersigned is directed to refer to this Ministry’s office Memorandum No.F.2(10)-E.III/62 dated the 6th March 1962 on the subject mentioned above and to state that certain points of doubt have been raised in regard to the application of the orders contained therein. The points of doubt and the clarifications thereon are explained in the Annexure to this O.M.
