 Subject :-  Regulation of initial pay under FR 22-C on promotion or appointment to a higher post – Anomalies arising out of the orders implementing the recommendations of the Pay Commission – Removal of

The undersigned is directed to refer to this Ministry’s office Memorandum No.2(10) E.III/62 dated the 6th March, 1962 on the subject noted above and to clarify the following point of doubt which has been raised in regard to the application of the orders contained therein :

In cases where the list of seniority in the lower post is maintained locally and in the higher post the same is maintained on all-India basis, how the orders dated 6-3-62 will be made applicable? A reference, in this connection, is invited to para 3(a) of this Ministry’s office Memorandum dated 6-3-1962, according to which, “both the junior and senior officers should belong to the same cadre and the posts in which they have been promoted should be identical and the same cadre.
  To illustrate this, in a case where a senior officer of Madras Circle promoted prior to 1-4-1961 to a higher post the list of seniority of which is maintained on all India basis, he can get his pay stepped up in terms of the office Memorandum dated 6-3-1962 only with reference to the pay of a Junior belonging to the Madras circle
