OFFICE MEMORANDUM
Subject:- Regulation of initial pay on promotion or appointment to a higher post – Benefit of at least one increment – Pay Commission’s recommendations regarding.
The undersigned is directed to refer to this Ministry’s Office Memorandum of even number dated the 15th March, 1961, on the subject mentioned above and to say that a point has been raised with reference to para 3 of that Office Memorandum as to how the pay of a person reverting from an ex-cadre post to an identical/equivalent cadre post in the parent Department is to be fixed.
2. It has been decided in consultation with Comptroller and Auditor General that where a person goes from post ‘A’ in his parent department to post ‘B’ elsewhere and reverts to post ‘C’ in his parent department and post ‘C’ is higher than post ‘A’ but not higher than post ‘B’, the pay in post ‘C’ should be fixed under FR 22-C with reference to the pay in post ‘A’, if the pay so fixed is more advantageous than the pay fixed, under the normal Rules, with reference to his pay in post ‘B’.
3. These orders take effect from the date of issue of this Office Memorandum. Similar cases, if any, still outstanding may, however, be decided in accordance with these orders and the pay fixed under F.R. 27.
