OFFICE MEMORANDUM

Subject:- Provisional payment of pay on promotion/transfer to a new post.

The undersigned is directed to refer to this Ministry of Finance Office Memorandum No .F.13(21)-EIII/58, dated the 23rd May 1958 as amended from time to time on the subject mentioned above and to say that in accordance with the existing orders the provisional pay is to be restricted to the substantive pay of the officer or the minimum of the time-scale of pay of the new post plus special pay if any attached thereto, whichever is higher.

2.Consequent on the issue of orders relating to fixation of pay on promotion after the 1st April, 1961 vide this Ministry’s Office memorandum No .F.2(9)-Est.III/61 dated the 20th March 1961, it has been decided in partial modification of the provisions contained in the orders quoted in the preceding paragraph that in the case of an officer promoted from one post to another up to the class I level, the provisional pay may be authorised at the rate equal to the last pay drawn in the lower post from which the officer has been promoted or the minimum of the scale of pay of the new post plus special pay if any attached thereto, whichever is higher, irrespective of whether the previous post was held in a substantive or officiating capacity. In all other case the provisional pay shall be regulated in accordance with the orders dated the 23rd May, 1958.

3.In so far as persons serving in the Indian Audit and Accounts department are concerned, these orders have been issued after consultation with the Comptroller and Auditor General.
