OFFICE MEMORANDUM
Subject:- Fixation of pay of Government servants under F.R. 22-C.
The undersigned is directed to refer to this Ministry’s Office Memorandum of even number dated the 5th November 1964 (which takes effect from the date of introduction of FR 22-C viz 1.4.1961) on the subject mentioned above and to say that it has come to the notice of this Ministry that prior to the issue of the above mentioned Office Memorandum the initial pay in certain cases had already been fixed under the provision to F.R. 22 even in cases which should have been regulated under FR 22-C. As regularization of all such cases now by invoking F.R. 27 in terms of the orders of 5th November 1964 is likely to involve a lot of work all round, it has been decided that such cases need not be re-opened merely for the purpose of regularization and they may be deemed to have been regulated under F.R. 27 read with the provisions of this Ministry’s Office Memorandum of 5.11.1964. Incidentally, it is also clarified that the intention behind the issue of the above Office Memorandum of 5.11.1964 is not only to protect that last pay drawn on an earlier occasion but also to allow the service rendered at that stage to count towards increment.
