Subject:- Fixation of pay A and B grade clerks appointed to posts created in lieu vacant posts in the Second Division.

In pursuance of paragraph C of this Ministry’s Office Memorandum No.F.44(12)-W/44, dated the 25th January, 1945, a number of Second Division postgs in the Secretariat and Attached Offices which could not be filled by promotion or transfer were converted into A and B grade posts. In view of the abolition of the unified scales of pay on the promulgation of the Central Civil Services (Revision of Pay) Rules, 1947 a question has arisen whether such A and B grade posts should be reconverted into Second Division posts before fixing the pay of the incumbents of the posts under those rules. It has been decided in consultation with the Ministry of Home Affairs that no such reconversion is necessary and that the pay of A and B grade clerks appointed to posts created in lieu of vacant Second Division posts should be fixed under the rules referred to as if they were originally appointed to regular vacancies in the Assistants’ grade and III division respectively.
